India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

16️⃣ Address Identifier के लिए Validity & Review Mechanism हर Address Identifier की: Periodic review (जैसे 5 वर्ष में एक बार) User को update/reminder notification ताकि outdated या गलत address लंबे समय तक सिस्टम में न रहे।

1️⃣5️⃣ Citizen Feedback Loop को कानूनी रूप दिया जाए Users को system सुधार के सुझाव देने का अधिकार Policy update में feedback consideration DHRUVA सच-मुच citizen-centric DPI बनेगा।

1️⃣4️⃣ Penalties में ‘Intent’ और ‘Scale’ का स्पष्ट अंतर Penalty तय करते समय: गलती बनाम जानबूझकर दुरुपयोग Individual बनाम Corporate scale कानून न्यायसंगत और संतुलित बनेगा।

🔟 Address History & Versioning Feature नागरिक को यह सुविधा मिले: पुराने पते का सुरक्षित रिकॉर्ड Migration / relocation history बैंक, शिक्षा, पेंशन जैसी सेवाओं में सुविधा होगी।

9️⃣ Multi-Language & Local Script Support अनिवार्य किया जाए Address input और display में: सभी भारतीय भाषाएँ स्थानीय नामों का संरक्षण सांस्कृतिक विविधता और व्यावहारिक उपयोग दोनों सुनिश्चित होंगे।
