Informal learning is increasing in multidisciplinary fields like textiles. Already, those who have passed NCVT in various fields have also entered the manufacturing sectors in the textile sector informally. Certificate should be given in RPL based on experience. While issuing educational certificate for ITI qualification under RPL, if the applicant already has a certificate passed at ITI level, then the marks in Mathematics, Science, Drawing, Social Science subjects in it should be taken into account and the certificate should be issued.
NCVT certificate can be given twice through education and through experience. We are ready to offer double degrees. It would be good if the same opportunity is given to ITI qualified people. This will help them move to the next fields while working.
ITI holders who have entered various jobs informally in other sectors like textiles should be given an additional NCVT certificate through field-based experience (RPL).

Dear Sir/ Madam ,The policy is read and following are my views on the Strengths and Shortfalls of the National Policy for Skill Development & Entrepreneurship 2025: Strengths
Comprehensive Vision: The policy sets a clear vision to empower all Indians as lifelong learners and job creators, aiming for prosperity, resilience, and global talent leadership.
Inclusive Approach: It emphasizes inclusive access, targeting women, marginalized groups, and those in rural areas, aiming to bridge regional and gender gaps in skilling and entrepreneurship opportunities. Challenges to Effective Implementation of the National Policy for Skill Development & Entrepreneurship 2025:Complex Coordination, Quality Assurance and Monitoring, Funding and Resource Constraints,Digital and Data Integration Barriers

The responsibility of imparting skill development training should be given to the right people. Look even now BHEL has issued a job notification. But they have not given a job opportunity for a single person in many of the trades related to apprenticeship training like MMV mechanic, Diesel mechanic, Sheet metal, COPAA. There will be no benefit in providing apprenticeship training to them in trades related to the service sector.
They will have good experience only in the industries required for production. They will fill the posts related to production work first. They will give the service sector work to contractors. The government should give the responsibility of imparting skill development training to the right institutions. We should stop giving training in the industries that cannot be focused on. Those who have fulfilled the human resource requirement and have not given a single job should not be given the responsibility of imparting apprenticeship training

Skills develop with knowledge.Education is the base for knowledge.Ingorence keep us in thought less ness and make us stupids.policies depends on Education.policy prohibited patents and implemented useless curriculum .We have no impossibles in science . we have no absolute truths. We didnt consider Scientific methods while implementing prohibitions. How can we say this is Science.Let us rethink our policies and Education to awaken our minds and to go forward to abolish, bann and delete patent prohibitions on perpetual motion machines . we should consider the negative Gibbs free energy is the necessary and sufficient condition for constructing second kind of perpetual motion machines with inexhaustible Atmosphere as a source and permanent vacuum as a sink . Nature wheels machine theorem: If Nature forces become source input and less intensity areas sink are arranged in a machine then nature forces always act on it and make it as a Perpetual motion machine. get relief from superstitions .

Indian Institute of Unicorns (IIOU) – A National Mission to Build 10,000 Startups
Respected Prime Minister Modiji,
I, Amit Kumar Balecha, a Dubai-based NRI and founder of ITF Foods Pvt Ltd, propose the creation of the Indian Institute of Unicorns (IIOU) — a national platform to transform high-potential Indian startups into global unicorns.
Despite government support, many startups fail due to lack of structured guidance. Each failed venture causes a ₹1.5 Cr dent to the economy. Startups from Tier 2–3 cities especially lack mentorship, resources, and team collaboration.
IIOU offers:
A 3-year program where founders Learn, Earn & Share
Weekly 10 hrs mentorship to peers + 60 hrs on own startup
Govt stipend + 10% equity model
Admissions on merit, not geography
Centers across Bharat
Our vision: 10,000 unicorns by 2037 for a Viksit Bharat. I request a chance to present this idea and contribute to this mission full-time.
With respect,
Amit Kumar Balecha

The following suggestions are placed for attention and appropriate incorporation in the policy.
Introduction
A brief narration of the learnings (success factors & deficiencies) from the last decade of policy implementation needs to be incorporated. While an exhaustive list of discussion forums and process followed is appended to the draft document no specific critical analysis review report is cited.
Strengthening the System
The learner mobilisation process needs emphasis. The spotlight on technology and schemes appears to have displaced the focus on core processes that are essential to drive skill development. Learner mobilisation process needs customisation to be effective in providing access to diverse groups. E.g school / college drop-outs in urban slums or rural areas or underprivileged adults working in unorganised sectors. Universal dissemination of information or omnipresent internet access fail to recognise mobilisation dynamics.
