Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

NP‑SDE 2025 is a transformative, 10-year policy aiming to revolutionize how India skilling—including formal, vocational, and entrepreneurial capacities—is harmonized with modern and future economic demands. It emphasizes measurable outcomes, global compatibility, and inclusive access. Public inputs are sought through July 15, 2025, making this a vital opportunity to shape its final contours.

The policy must prioritize future-ready skills like AI, robotics, green technologies, and digital marketing, integrated from school level through a revamped vocational curriculum. A strong national apprenticeship framework linked to industries, startups, and MSMEs should be created to bridge the skill-job gap. Entrepreneurial education must be localized, encouraging youth in Tier-II/III cities and rural areas with simplified regulatory processes, funding access, and mentorship. Lastly, skilling programs must be inclusive, multilingual, and accessible to women, tribal, and differently-abled communities for truly equitable growth.

Skill development of our existing workmen calls for upgraded machines. Hindustan Machine Tools Ltd. (HMT) is one of the oldest facilitators of industrialization of our Nation. There were long lines of buyers when they came out with the ‘Janata’ wristwatch six decades ago. They have long experience of supplying machine tools for what we call today the MSME sector. Keeping in view the need for improving the efficiency of tools for the MSME sector, HMT can be designated under the Standards National Action Plan to function as the surveyor of the older MSME units and also to undertake, after approval from the Bureau of Indian Standards, the work of servicing the machines and re-conditioning of general purpose and special purpose machines at MSME units.
