First preference should be given to NCC "C" certificate holders. Second preference is given to NCC B & A1-A2 Certificate holders. SFI, AISA-VAISA anti-national members must be expressly disqualified either through written or implied laws. Admission should be open to only children of natural Indian citizens. Admission can also be given to Members of RSS, Bajrang Dal, Shiva Sena and other patriotic outfits [Of course these would be followed through hidden rules]

At present Central Vigilance commission has issued guidelines in 2011 that printer Cartridges should be procured from OEM . This two line directive is mostly followed by all govt. departments. However please note that compatible cartridges which are easily avialble at one third rate and are Indian make are providing the same quality and quantity of output. Moreover the buzz created by OEMs that defects arises in printer due to using od compatible cartridges is also not true.

The Computer Media Dealers Association (CMDA) in its communication dated Aug 6, 2010 has urged CVC to take a rethink on its IT procurement guideline so that the local manufacturers and refillers are not reprieved of the opportunities in the government sector, and the imports of MNCs should not be encouraged. The association also said that the circular should be withdrawn for the interest of trade in the country.
