1. All expenditures should be targeted. 2. Link expenditures to results. 3. Link disbursals of money to specific timeline results. 4. No disbursals and usage at the year end. If 90% of budget is being made to be used up in the last one month, stop it. Return the money to consolidated fund.

....provide and practice "just in time" inventory mgmt for manufacturers and increase the inventory turnover to reduce such manufacturing firm cash cycles. Reducing cash cycles will be a big incentive for "Make in India". I hope you don't think i'm just complaining; I had to illustrate a concern that I have as a "Make in India" existing company shareholder. Fortunately, software or service providers would not face this challenge at the same levels currently. But then I wonder about farmers....

...how our necessary and strong "Make In India" campaign will succeed today? The factory competes with Chinese firms that have much larger scale and power running 24/7 for its machines, while our factory didn't have power 3 days per week. Still, given its strong rep in the mkt and its good products, the firm does well. But it shows me how challenging it could be for new FDI to enter new manufacturing when power is unreliable currently and roads are not maintained sufficiently to....

Last week, I drove 40 minutes from downtown (different city) to visit a factory of a Co. that I am a significant minority shareholder of. The first 25 minutes...we covered about 35km. The last 15 minutes, we covered barely 5km and the lack of roads signs required personnel from the Co to come on the road to direct us to the factory which routinely receives raw materials from abroad and has to send finished goods out from the same road to 100s of small order customers (few large ones). I wonder..

Police is providing free service-- its every citizen right. But keeping private security shall be made chargable---- to Police Dept. Actually Hence all the private compnies keeping private security shall pay some %of their private security guard expenditure to police . Even Banks shall pay Branchwise Charges to police (Min. Charges - 1 Policeman for each bank branch+ 3shift-365days). this will increase the income of police. police reform shall be made to stop corruption.

The existing rules and regulations to check and control expenses in the public sector are based on documents as proof of their genuineness. Generally bogus documents are created to make false claims. These outdated rules and regulations need to be changed. Also a large number of services can be outsourced / privatized. The financial world is becoming more and more complex, and therefore there is need to hire experts rather than generalists.

Spend less to Earn more - must be the prime focus. Stop incentives on conventional budgeting; budgeting decision must be based on evidence and effectiveness of any program; budgeting ought to be 'service' oriented but not on luxury. But problem is whoever is making India's budget is highly rich having luxurious mindset. It's a fallacy! None are selected from middle class: educated, brilliant & intellectual to make a profitable budge. Finally, limitation on spending and generous saving is a must.

Expenditure can be curtailed if people's nature is based on morality & honest thinking. Majority of Indian families know to save within their means. How do we do this saving? Running a country is the same. Before u allocate fund for any project first keep the amount that has to be saved from that kitty. Immediately keep that saving as 'reserved'. Then start curtailing extra luminous expenditures. Every department must work hard with 200% efficiency and honesty with a mind to serve our Motherland
