यद्यपि, साक्षरता दरों में काफी वृद्धि हुई है, तथापि साक्षरता में जेंडर, सामाजिक और क्षेत्रीय असमताएं बनी हुई हैं। साक्षरता स्तरों में ये उपलब्धिैयां, प्रौढ़ शिक्षा कार्यक्रमों की सफलता और प्राथमिक शिक्षा में सुधारों के कारण हुई है। तथापि, प्रौढ़ शिक्षा कार्यक्रमों और मुक्त शिक्षा प्रणालियों की पहल के जरिए सामाजिक रूप से लाभवंचित वर्गों और ग्रामीण क्षेत्रों में रहने वाले व्यक्तियों की साक्षरता स्तरों में वृद्धि करने की और अधिक आवश्यकता है। इस प्रकरण में यह राय प्राप्ति करने का प्रयास किया गया है कि हम, साक्षरता स्तरों में मौजूदा असमताओं को कम करने के लिए और अधिक प्रगति के लक्ष्य को कैसे प्राप्त कर सकते हैं।

I think we should clearly indicate the difference between literacy and education, which we have forgotten. Education begins at home while literacy and education both should be emphasized in schools. Firstly, the major chunk of children in India are not students and this condition is prevailing because the condition of government schools is not at all good. This "condition" includes the infrastructure and teachers. The problem is, almost neglegible percentage youths want to become teacher. THINK

Implementation: Through Panchayat offices- each office technically has a tv/ computer facility as does each government school. Access to these facilities with a national learner ID so that each learner can access a "personal digital lesson plan"- the menu looks like the video games kids play- mastery in eah level takes them to the next step n their learning. See Rosetta stone language learning program for ideas- when linked with sound, these computers can become the "teachers 24/7"

Summation: Tight timeline to be established for immediate literacy. The brain learns best when it is continually exposed to writing/ reading daily. Individual lesson plans that identify the reasons why the person wishes to learn and their target timeframe need to be established to speed up the process. Using online resources that encourage learning time and a "private tutor" (think Professor Nannan from Chennai Doordarshan '70s-80s who patiently taught Tamils to write their letters painstaking)

Identifying dyslexia and other learning disorders in the adult learner is important to success. Rangoli patterning and other radially/ bilaterally symmetrical patterning can be used as easy tools to identify these basic disabilities. Then the teacher can better adapt her lesson plan to support the learner towards her learning goals after further testing.

Incorporating basic words into their daily lives- can be "writings on their walls" or name boards/ plaques. Playing word games- orally and then writing on grain or sand. The advantage of learning any Indian language is that they are phonetically organized and easy to spell and write. Once the learner has achieved basic education levels of being able to organize their thoughts in the form of a letter or an essay- a short one, then they can be exposed to English or a second language.

Moving from illiteracy to basic literacy should not take more than 3 months- with daily exposure to letters/ alphabets including simple small words. Then recognizing words in a sentence and becoming fluent readers take from 6 months to a year (again daily exposure- even if only for 20-30 mins. Successful adult literacy programs include formation of self-help groups where the learners organize themselves into workable groups- neighbors/ family members etc. and learn together when not in "class".

IEPs (contd): Readathons encouraged by local companies/ industries including prizes where people are given a short time- say 2 mins and have to read as fast as possible. The winner is the fastest reader who reads the most words. This reward system can also be linked to a government scheme to earn for a small loan or reducing interest rates for a microloan etc- this way it can encourage more rural enterprise. Plus become a hands on way to teach Maths

IEPs for adult literacy: Identify a timeline that will work with each learner to achieve basic reading/ writing levels. Minimum exposure of 26 times to alphabets gets to be retained in memory. Rewriting and reusing over 100 brings mastery and is permanently retained (there are several research papers from the US that can substantiate this) Increase availability of reading material- local newspaper, magazines, small books with short stories- MGR enhanced reading levels in TN with public libraries
