The govt must invite global suggestions from companies which have achieved non-petroleum vehicular propulsion. Like one company (I think Hyundai) has made a car which gives you a refueling station with the car purchase. You need to pour water in the refueling station where hydrogen and oxygen are separated and then the hydrogen is used as a fuel in car. This thing not only reduces pollution but also gives excellent mileage. These type of things need to be worked on for achieving long term goals.

Nothing will happen for by just a day a week. The govt must invest in CNG and LPG based vehicles and refueling stations in order to cut both, import burden and air pollution. My proposal is widespread discouragement of use of Petrol and Diesel. The govt must also invite suggestions from entire country on new modes of vehicular propulsion like it comes in newspaper that some guy has made a water driven car. These things need to brought in effect. Nobody would stop using petrol for 1 day a week.

days may be fixed for checking personal vehicles for registration isurance fitness pollution. as one day for scooter another day for cars yet another day for motorcycles. This can be done on normal days except sat and sunday when the offices are closed. central and state govt may stop providing vehicle loan to staffers as a facility. Loan for personal electric vehicles may be provided at a lower interest rate. cycle parking facilities may be enhanced.

Let's invite people especially the young ones to shoot 2-3 min videos (humorous, with pun) on this subject to discourage people using their vehicles. Then air it on TV channels, Facebook WhatsApp, etc. We can award the best of those videos. E.g. During the gulf war in early 90s, DD Chandana (Kannada) channel had aired similar videos to discourage people using their vehicles for short distances. It was very effective.

My GOV: People in India need more than motivation, proper Public Transport infrastructure & services to avoid private vehicle. Most will opt for public transport 5 days a week than 1 day which you are targeting. The urban public transport challenge is multitude which Govt must address to have citizen avoid private transport. Here are some ideas attached for your consideration.

The RUPAY cards of the government can give points which can be redeemed at Metro trains or Suburban trains. This will encourage people to use (a) plastic money for transactions (b) the accumulated points can be used in Suburban or metro trains. Even though this helps only cities having metros, this could be integrated with Railways to force people book tickets in Railways.

Slightly induce subsidy in public transportation system to reduce the fares to as nominal as Re. 0.5 per km and pull back the subsidy from petrol slightly so that people can get use to Public transport as they are to their own vehicle. Also increase the speed of public trasport by providing dedicated roads to such buses as in Ahmedabad. Number of buses and monorail should also be boosted up.

Central government should take lead and organise buses for employees once a week to commute to and from the offices. Since most of the central government offices are in vicinity, it will end up saving substantial amount of fuel and reduce vehicular traffic. Also, barring traffic in select areas and road sections in cities and making them open for cycle and electric vehicles only will incentivise usage of cleaner modes of transportation.
