my suggestion is that a high-profile educational advertisement be launched on TV/radio highlighting the tragic consequences of drug menace on family life - wife/children/parents - apart from its runing once own life. may be with some real-life examples.

I feel more than punishment of any sort to offender let us all strive to eradicate the underlying root cause for drug menace which according to me is overall injustice, unemployment, violence in the society. I'm not justifying the use of drugs to cater to such issues but certainly we have to make build a better society to tackle all such social issues so that such addiction wont take place in future.
Secondly, those who are already addicted, we can treat them using Yoga, pranayam etc.

Elders to be friend, guide and mentors for them.
2- School- Trs. Shud be the guardians at school.Co curricular activities should include competitions(eg. Poster making, organizing exhibitions, slogan writing,Let us talk etc.)These awareness programmes shud not be lecture session by the trs. But student participative in mass.
3- Social media like Films, Ads.,TV serials should be strictly prohibited to promote or glamourize any kind of drug addiction. They leave grt. Impact on young minds.
