Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

1- Only one Registration that too online,for one type of Industry,Registration form as simple as obtaining Jio. 2-No category like small, medium or large. 3-Tax holidays for new set up, revival units for minimum 3 yrs max.5 yrs. 4- if enterpreneur fails to run the unit,& close the unit,immediate auction to run the unit open to all. 5- Workers participation in management for increasing production, improving quality & diversification on healthy competetion basis.Profit/loss on sharing

Cont from previous comment.. 2. Should we have Focus Area for all kind of Manufacturing. For Example, if People in Villages are trained on specific manufacturing then we can do Manufacturing at Home and no Big industry investment is required. If one Village is trained on Tiles, One of Furniture, one of POP idols, one on electronics items. Off Course this products will be low quality but Cost Effective. We will compete with Chinese Products. And GDP will increase and villages will be developed

Few things which I can think of 1. We do charge premium to our businesses. There is different rate for commercial Phone connection to Gas Connection to Toll Fee and also Water and Electricity. If we want to encourage Manufacturing and make sure People Buy MADE IN INDIA product then Cost should be the factor. And cost cannot be lower if expenses are higher Cont....

To facilitate land acquisition, allow formation of cooperatives of the landowners who will lease out the land on market rate on long term basis. The rate should be fixed based on set rules. This will ensure a steady income to the owners and avoid loss of livelihood.

First of all the Union and state governments should consciencely work towards interlinking of the rivers in our country which will result in making our drought prone and Flood prone areas equally productive in alievating poverty and then only making India as a manufacturing hub will be success.Virtual water economy is key to this process as manufacturing involves use of our natural resources such as land water and air and as well as our human resources.

If u started buying metal products all factory and dealer asked u price with bill and without. Some products have premium if want with bill

Your idea of Make in India should be given more thrust. People to be given incentives for setting upindustries in backward areas for rural thrust. Red Tapism at all steps should be done away. More things to be done on line to do away with corruption. All work to be started should be time bound so that each entrepreneur does not waste time and starts his work with serious interest. More indigenous machinery should be used for production. More skilled and unskilled labour to be taken locally
