The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

1.Encourage ITIs and give free technical education. 2.Abolish all pvt Engineering colleges and only NITs and IITS are sufficient for India. 3.Make IIT qualfication for Engineering. 4.More ITI ans will make more development in manufacturing.

3. Reduces corporate taxes. less than 10 CR turnover 10%. 10CR-50cr::: 15% 50 cr onwards 25%. You will see revenues will start growing.

2. License Raj has to go off completely. With GST setting in lot of things can be monitored. In the name of Licenses, permits, the industry people are blackmailed, leading to corrupt practices at both ends resulting in the fact that honest suffer. Have not received a license since 2009 despite my product being superior to imported.

I found that Chinese product are cheap as the Govt. of China is giving them subsidy. To counter the price with Chinese product Indian Govt. must make our manufacturer competitive by giving them subsidy. Subsidy may be in any nature.

Well Modiji, If you really wish to develop India & make India a Manufacturing hub. Then first the following needs to be done. 1. Minimum intervention of Corrupt Babus & netas. Until this takes place, India can never be a manufacturing hub. Moreover common Indians will never part of this process. It will be only the MNC,s Large Industrial houses of India, Babas who have clout & money power. Until the common India participates, India will never become a manufacturing hub.

I went my village and found the daily wages are Rs. 150/day instead of Rs. 400/day in NCR. People are happily doing the work. I would like to suggest to set up the industry in villages and give the wages as per area-wise rather then minimum wages. By doing so people will set-up industries in villages and will be cost effective.

Another suggestion.. Agriculture to be seen and promoted as industry, which has largest no of labour associated. We must find ways to make agriculture as one of the most profit making sector. This can be achieved by eliminating control of middlemen in this sector. Food processing, food distribution and related industry will automatically flourish under such scenario.

Continuation of my previous comment.. I would like to suggest, that government should attarct investment in this filed with global leaders like intel,qualcomm, ST micro etc. by sharing the capital investment. Government may invest upto 50% of required capital and can be shareholder in manufacturing. Same strategy can be employed for such critical technology front like defence, aerospace, materials etc.

When compared to china and rest of the world,India is found to be completely backward in the field of semiconductors. Even after introduction of semiconductor policy long time back, India is unable to attract substantial investment in this field and presence of major semiconducto players is hardly seen. Mere aggregator or being involved in assembling electronic components / products will not give us that impressive edge over china.

We are villagers and want to promote agro production in organize manner. Only monsoon agro practice here and rest part of the year not farming due to lack of irrigation and problem of modern farming. Most of our villagers have 1/2 bigha land and they are not interested in farming and work on daily wage as labourer.from Bewa Jamtara Jharkhand please start organized farming by making community and provide agricultural production related employment as local tribal peoples gets jobs.
