Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

Make provision for entrepreneurs to experiment with ideas by allowing them 6 months without permissions for small scale business.

if we actually want to make the "make in India" concept a success even at smaller and medium scale then we should do promote export by giving incentives on export (currently effectively there is only one export promotion scheme is available i.e. MEIS scheme which is not sufficient) and give incentives in bringing capital goods in India for setting up plants here in for exports also give incentives on procuring capital goods locally if used for export product purpose to promote productionin India

7. The monopoly of corporates in all field of industry must be curtailed and encourage new industrialist to come up and establish. 8. Industrial policy must be such thatexploytment of employees must be ststopped and working hour in a day to a employee must be set as eight hours and if need be company must rum in shifts, so that more employment opportunity can be created in the given any particular industry. Which also help generating more employment.

The core problem is we are not using our resources efficiently.for any industry to thrive we require ideas and research,an industrial policy must invest more into research as it will spark a revolution in a very early stage.the less we depend on other nations for anything,the less our liabilities are and more our assets grow.the economy will boost considerably.this is a long term investment.At least 20 percent of the turnover must be dedicated to research and the profit will multiply.

5. Set limit for establishing an particular industry in a particular region as multiple industry of the similar end product may create unhealthy competition and welfare of none 6. There must be setting ratio between industry to employment generation. We may establish large industry by huge investment but ultimately how many employment generated is important factor. Must have a goal to generate 10 crores of employment every year to accommodate growing unemployment.

Honourable Minister, I have 42 years work experience. I have always seen a difference between Industry ready technical man power requirement and available man-power, all these years. During 1975 it was less and now it is very wide. Hence the New policy should link Educational institutions with industries. In my vast experience I have seen Tanuku polytechnique students are best comparing to all over India. Reason is simple - near by sugar mill supported it. I am a learning professional.

CSIR people are doing good in science and technology,but they are using many imported items too , which too expansive also , local venders just importing the instruments,and providing to your most research facilities at much higher prices. even some local companies are trying to manufacture such items/instruments. so its just simple identify the products which can be made locally .and most important recruit/involve some patriotic and willing to become entrepreneur IITans experienced techies.

the industrial policy to be monitored by the central govt. how the rural mass to take benefit from the process. the policy is yet to distance from the people. need more awareness and hand holding support to promote the industry.
