Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

Recently, State recruitment conducted entrance test and finally recruited even with single digit score in entrance test; Then such state Govt Body's performance will be no better than that of recruits' quality. that is why such Govt depts are plagued by inefficiencies, corruption, etc; Govt shd recruit only quality people; not every body for the sake of recruiting;

Make it compulsory for those firm to whom government tenders are awarded to outsource some portion say (20%-30%) of their products/components/service from startups. If required ask them to identify the talented persons and instead of giving them job train them to be entrepreneurs.

one who could not qualify for Medical course thro NEET, shd consider improving self up to the required standards; rather, it has become the cult of certain sects to blame the system of NEET; while whole country accepts NEET as a gateway, why only few grumble; it clearly shows their fear of their poor standards getting exhibited; somehow so far, with so standards, people were becoming Doctors, then imagine the quality of existing medical service; they will be only licensed murderers. god save.

The Govt. of India should take more care to develop a NEW Industrial area or Industry.The Area should be planted with Trees,to subsidise the air pollution and to develop GREENERY.All Industries to take care of Planting TRESS and Nursing and Protecting it .The Waste and waste water should be well Managed .There must be strict Monitoring and the Lapse should be accountable to the OFFICERS.So the Industries any type will not make any Harm to the Atmosphere.

to promote new industrial units and new entrepreneurs, Margin free loans and 100% project funding by banks can be promoted; it will encourage those who have ideas, enterprising skills but no money to promote their ideas; somehow society will have industrial unit and people will produce/ contribute to the economy; a positive way to growth

1)The highest of the Govt officials must monitor and be made responsible if there are delays in approvals/ reverts. The computerised and online system should as such throw all such pending reverts. The system should enable the revert from the manufacturers side on that online system only.

NEET is a great gift to the country by the centre since it has saved the nation from a very big disaster; otherwise, many innocent people would have lost their lives in the hands of unskilled doctors

Telecom connectivity to many of these areas needs to be enhanced. Govts at central level can subsidise setting up of sewerage treatment plant or other pollution control requirements. The manufacturers must simply be required to either set up their own plant or must be allowed to subscribe to a central scheme formulated regarding this, so that they are relieved of this burden and effective pollution control can also be exercised.

Availability of connectivity like rail, road, air still eludes many of the industrial areas. Example is Bhiwadi, Neemrana which are still not easily connected with air or rail adequately. Similarly infrastructure like good markets, entertainment, housing, security , good educational institutions, good medical facilities, warehousing at reasonable cost on overall basis still elude many of our good industrial areas, this makes people wary of moving to these areas.
