Each citizen using public transport to go to work should be encouraged. Companies can give extra allowance to employee who come by public transport. Company can get tax exemption from govt on a certain number of employees using public transport. Same can be implemented at school and colleges.

Some environment friendly measures can be - Use of cycles to schools, offices or markets within reach of 5kms by people. Improvement in public transport to encourage more use of it. Industries should not be set up near residential area and should be environment friendly.

I think there should be proper waste management system, along with other solutions. Because in some less developed urban area and rural area people burn their solid waste due to lack of Proper waste management system. I think air problem can be reduced by this way without too much inconvenient. I daily see people in my neighborhood burn plastic and other waste. some poor people burns plastic making themselves worm in colder season.
