( IX ) Again, the stress is on thorough preparation on all fronts- to really impress upon them the scope of opportunities to do their might- to see their former Motherland is on path to unchallenged pinnacle, yet again. To sum up, projects to correspond to needs ; to locations; to be of integrated types; to have tomorrow's technological prowess inbuilt in them; to enable formation of work-groups to execute integrated meticulously planned projects on time & Govt. in turn provide them incentives.

( VIII ) So too, much advances have been made in metallurgy. Many useful alloys have been developed. Some PRAVASI Indians may be experts in these fields. HENCE, Govt. must prepare a profile of visiting PRAVASIS too to link our needs with their capabilities. As stated, STALLED Projects need priority. Get locked-up investments to serve Nation with in short time-frame. Most importantly, higher education, research, R & D labs, own capacity building etc too need attention and investments from them.

( VII ) What I mean is, when Govt. has data on that Satellite experiments, it can very well use our potent weapon, ISRO to design dedicated satellites for educational needs and beam lessons to classes directly. Why, DD GYANDARSHAN is doing it even now! Many ATMs are switching over to satellite linked ones to obviate need for conventional tele. cables or, optic fibre cables. Govt. must approach PRAVASI Indians on this, to get useful inputs- take a detour, instead of spending on optic fibre cables

( VI) Talking of Mega thermal power plants, we have two main approaches- 1. load-centered or, 2. Coal-mines centered. "Both are needed as a fine mix to avert outages." Continuing on power, roof-top-solar-power is yet to take-off. Such bottle-necks need to be quickly resolved by Govt. by framing flexible policies that can benefit users and thus, our Country. Govt. talks of optical cable driven digital revolution. In 1975, Satellite was used effectively to teach in class-rooms as an experiment.

( V ) Entice investors to form teams that are effective groups, sharing different expertise on own individual fields to cater to each of above mentioned areas. Govt. can explore taking stalled projects through them by bundling them with additional facilities such as smart cities, water, power plant, rail-roads etc. I can suggest for example - locate silicon based electronic manufacturing plants near coasts, for ease of transport of massive quan.of raw-materials. They should be ZERO effluent ones

( IV ) Now, to maximize the investment scenario,Govt. must prepare complete map of what comes where, what resources are available ( like, water, roads, rails, electricity, townships, man-power, lands, port town or inland etc). if none exist, include them in Master Plan to make it an Integrated plan with a smart city, own power plant, own water-resource plant ( say, by sea-water conversion?), connecting rail-roads etc. At once, multiple agencies are involved. So, Investor must be enticed !

( III ) Some are stuck due to withdrawal of investors, some due to harsh decision/ restrictions and some due to unyielding authorities with powers. Why not get them up and running when Pravasi Indians visit us? Salvage as much as we can, is it not? In fact, any well-established businessmen/ industrialist will never keep wealth idle- he will invest/ reinvest it for productive purposes. That is why we say, money begets money. Normal investors have declined to do so here but do it elsewhere.

( II ) History repeats. ( Possibly takes 60 year-cycle to do so?) Our PM talks now of smart cities with all amenities. We did that 60 years ago! I point out to that achievement here to stress that, when investments are made, they have to be done as part of a whole package of set-ups, like say, a smart city ( We now talk of smartness after 60 years!) with needed amenities, again with locational-advantage inbuilt in planning. As it is, lots of investments are locked up in incomplete projects.

माननीय प्रधानमन्त्री जी प्रदेश सरकारों के तत्वावधान में "अपना गाँव अपना देश "योजनान्तर्गत विधायकों द्वारा कम से कम एक गांव को विकसित करने के पहल का प्रस्ताव आप श्री के द्वारा होना सोने पे सुहागा होगा गैर भाजपा शासित राज्यों में सम्भव न हो पाए तो भाजपा शासित राज्यों में सम्भावना की कल्पना न्यायसंगत है।
