Respected PM,
Maximum Tax benefits should be provided from Central Government for the coming budget. Interested NRIs show their interest for funding for development of our country. SO many NRIs already donating magnanimously fir development of their village, school where they studied. Time requirement for starting a industry may be brought down to minimum period. PM said India at 134 rank in this regard and PM desired to come below 50. Tax laws to be modified.

( 7 ) further elaborating on Smartness, I feel, these cities must have smart-subsystems too. Or, self-correcting, governing, automatic-systems, elimination of waste of time, materials etc;, handling all civic problems and associated administration with smart-sub-systems etc. "I fell, by linking-up these subjects/ areas and any other identified vital areas like in say, defense-equipments indiginization etc.,available scope to search for NRIs' investments too get enlarged" -Over to Govt.officials-

( 6 ) link-up PM's Make-in-India call with his Smart-cities ideas to provide limitless scopes. Now, from Oxford dictionary, I find meaning of word SMART as = spruced up, trim, fine, fashionable, technologically advanced, able to respond to changing conditions well, computer-guided, electronically controlled, cognitively enhanced, automation, devoid of unpleasantness etc. "DEFINITION of word Smart" as intended in 'Smart-cities' itself offers large scope of areas of manufacture and installation

( 5 ) .. to offer Place ( land), Personnel, Investment tie-ups for enhanced capital needs, aim of reducing imports by 'Half' thro' Import substitution over next 3 years ( Objectives of time,& targeted areas fixed, in a way), minimum hassles as, existing facilities will be put to use, giving excellent employment opportunities to youngsters here in India itself, instead of mindless imports= thus a 'readily available MARKET TOO', giving new platforms for R & D in upcoming areas like Nano-tech.,

( 4 ) 4. Link PM's call of Make in India, with Import substitution PLUS NRIs exposure to newer fields PLUS rope in as majority partners, if needed - say, TATA, Reliance, Wipro, Infosys, Mahindra etc., to bring in vital capital. 5. Use the concept of SMART-CITIES cal of PM to develop corr. infra-investments such as digital electrical equipments, wireless electronics, advanced building tech.; Smart transport systems; advanced educational equipments/ Labs.; etc. 6. Thus, Govt. must prepare.....

( 3 ) 5. Enlisting institutions like IITs, NITs etc that have incubation-centers along with NRIs. 6. Think in terms of SEZ- type manufacture of equipments etc. Govt. can think of using = 1. Existing underutilized SEZ places( say, at MUMBAI, CHENNAI etc) 2. Use defunct facilities like NOKIA ( Sriperumbudur) and Hindustan Photo Films ( Coonoor) for immediate start-up of electronics oriented manufacturing. 3. Ear-mark in next 3 years, halving of vital identified imports, incl. those in defense.
