on Fortnight of Vigilance Awareness 2020 i suggest three point scale to improve: 1. all government department get accreditation system of ranking with fixed rubric of performances. 2. all employees of government sector service performance record should be published on department portal . 3. promotion or increment on the basis of test or performance measured from separate body.

माननीय प्रधानमंत्री जी केंद्रीय कार्यालयों में जैसे भारतीयता डाक विभाग,रेलवे ,जैसे विभागों में संविदा कर्मियों की संख्या आज बहुत अधिक है जिसमे कार्य करने वाले अधिकतर पड़े लिखे युवा है जो सभी प्रकार के कार्यों तेजी एवं ईमानदारी के साथ पूरा करते है। महोदय आप से मेरा अनुरोध है कि जिस विभाग में संविदा (outsourcing)कर्मी कार्य कर रहें इन्हे प्रोत्साहन दिया जाना चाहिए एवं उचित वेतन देने जैसे विषयों पर भी विचार करना चाहिए क़्योंकी वे भी सरकारी कार्यों में अपना सत प्रतिसत योगदान दे रहें है।

without using technology it's not going improved. During pandemic most of the private sectors survived using technology and work from home. But in government organisations people don't know what is wfh, even those who tried got demotivation from seniors. Still everything done via paper, they should be encouraged to use lesser paper and use technology. They should be trained,higher officers should encourage paperless work

It is not only rural area where people do not wear masks. Go to any crowded market in Delhi where you can see young, educated and rich people are not wearing the masks. You can't see them maintaining any social distancing. Some poor persons use home made masks and use gamcha or handkerchiefs. So not wearing masks has little to do with affordability. Defiance of government orders has become part of our cultural inheritance. We feel proud of it

very large pool of well paid and qualified govt employees should be used in flexible need based imaginative way.when one area has excess work then move people from other sections there. example: in corona time instead of giving leave deploy other staff in overburdened areas. Avoid using teaching staff in census and such work. This hampers children's education.
Make sure employees go, stay and work at actual place of posting.At times they avoid going to remote places and work from headquarters.

Here one common suggestions/grievances department email ID, for all languages of India to get the information from common men. Received mail auto reply, and within 48 hours receptive department should reply the email to individual. Still common men are not getting benefits government plans. Because some time regulation are hurting them. So we get the information from ground level to improve the lives of common men. We can provide instent relief also by local bodies help.

The revolving door between the government and the private sector has moved briskly nowadays. If an employee achieves the target in government sector by more than 100 percent, he/she must be given an appreciation letter from the employer along with extra incentives so that his morale remains cheerful. A technical/scientific person cannot be given additional charge of administrative matters. For the purchase of technical instruments, procurement through GeMs should not be made compulsory.
