The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Percentage of foodgrain are spoiled during storage,transportation, loading, unloading, mishandling, insects,environmental factors. To avoid following steps can be taken. 1) area where food grains are loaded or unloaded should be properly made of concrete or cemented and fenced so that animals should not come and eat it.next thing we can do is after unloading of fertiliser or chemical immediately foodgrain should not be unloaded to avoid mixing of both.

Warehousing is the need of the hour. Build more and better warehouses (including cold storages)through PPP as well. If required provide incentives to such partnerships if these are found not economically viable. The incentives would easily be recovered (many times over) from the savings achieved through preventing food wastage/damage.

Dear PM. Kindly help the Govt. to introduce regular income investment for lower or middle income group at the rate of 12% PM with a ceiling amount of say max. 25Lacs per family. So that any family invests 25Lacs they should get Rs. 25000/- as monthly income for the family. This would help the bread winner of the family to secure his/her family from adversity like losses in business or job loss etc. At least to that extent of amount, the family is secured for survival. 1. FCI food store should make use of best technology to make sure food should not go waste inside FCI store. 2. Some arrangement to make sure food supply from FCI should not go to other vendors in market.

PLEASE MAKE ARRANGEMENT FOR DIRECT PURCHASE OF FOODCROPS AND OTHER CROPS FROM FARMERS,ESPECIALLY POOR FARMERS.PLEASE PUT AN END TO MIDDLEMEN WHO TAKE CROPS FROM FARMERS AT THROWAWAY PRICES,AND SELL IT TO ACTUAL CONSUMERS AT VERY HIGH PRICES.

make bazar samiti illegal all through the nation. Here at Ranchi 'maal' can only arrive at bazaar samiti, making it's monopoly. Why we are limiting the number of buyers. Do not privatize it, I do not expect you to sell national assets for reducing budget deficit. Make all systems online. Make all inventories online. If all inventory is not accounted for, punish the officers. Make all payments and receivables strictly via RTGS. Every godown shall either have fixed price online pur, or auction

Secondly the rail, road, air network should be developed at the earliest to enable the perishable goods (Fruits & vegetables) to reach the market place (In India and abroad) before it is spoiled. India is one of the largest fruit manufacturer, but it is unable to provide the farmers with the market as the infrastructure to transport the fruits from the fields to the market within the required time is not there as of now. we should emphasize on developing this infra first.

There are more than 1 department currently operating in the field of warehousing and logistics of the commodities ranging from perishable to raw material to finished goods. There is FCI, CWC, Concor, etc and there is no co-ordination amongst these. Rather than so many different departments, the government should merge them into a single entity responsible for complete Supply chain management for all the commodities.
