The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Convirting FCI in to PPP model is not the only solution to remove discripancies. Instead of this there should be investment on training to make manpower more efficient and self driven or self motivated. Employee must have to understand and feel the value of food security bill for our country.

To make the system working, every where third party check/supervision is now a days a must. The food grains stored at FCI should be isured, will provide two way checks, i) we are secured against monetary loss and ii) the insurance agency will compelled to provide all safety measures, will make the storage system proper ultimately loss of agri produce is avoided. Start awarding FCI sites for minimal wastage.

Privatize the storage and distribution system. Have E auctioning of the contracts for the storage and distribution. Even a system of Build, Operate, Transfer system can be adopted.

..now if this land price increased to 3 crores and I want to sell it, I will only get 30 lakhs in white and 2.7 crores in Black. With time, this black money increases exponentially. Since no one would buy land in white,I can't show the source and can't pay capital gains. If I need to transfer this money abroad if I need it, HAVALA! This means I am being forced to go through HAVALA! Not only does the Govt. Lose Capital gains tax, it also loses through Registration Revenue loss! JAI HIND?

I want to advise govt. about some deficiencies in land purchase and sale. but looks to me that this site is not meant for it. Nevertheless I shall try: A land is registered for 1/10th of its actual price. For example, being an NRI, I purchase a land for one crore but its official value is only 10lakhs my 90 lakhs become black money. Even if I want to pay in white no one would sell me land as they need to pay tax.

1. Rather than to have centralized storage, we should have distributed storage 2. There are many waterproof compact, light weight storage technologies available, where we can store food at gram panchayat level or at local level. 3. FCI shall control quality & quantity but administration of such silos shall be in hands of local administration. 4. 25T lightweight waterproof silos per population ration shall be made available.

The bogus voting has been an eye sore for the world's largest democracy-India. There is an effective solution well within the mandated notification and this can be deployed to overcome the impersonation factors. The details can be shared upon in principle interest to fight the bogus voter issues!!

Honorable Prime minister, it is time that India begins restructuring its programs and it is encouraging to note the public participation through ideas forum. The proposal below will help alleviate the hunger through improvised FDI program. Sir, I am sure that India can eradicate the word POOR and POVERTY with this program in next few years. I shall be thankful for your critical observations and value guidance on the subject highlighted. I shall share more with appropriate authorities.

I would like to share how our PM has made a deep impression on the growing school children after sharing their thoughts on a common platform on Teachers day on 15th Sept . Yesterday one of my friend.s daughter Yashmi Shah from Pune told her parents that she should be allowed to watch PM.s live speech in USA at Madison square and she will study in alternative slot. Young generation in the country now wants to listen PM at any cost.This is Gre8 and will work for making India a leader soon.
