The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

The FCI should act as the only "middleman" between the farmers & consumers.also,to tackle price rise,the Govt. in certain situations,can supply the accumulated goods in FCI godowns to private retail sellers at a lower price than that charged by greedy middlemen,thus ensuring profits to both FCI & retail sellers,as well as availability of food stuffs at a price which the public could easily bear.also,the FCI godowns should be modernized & have cold storage & bigger warehouse facilities.

Complete Computerization of FCI is the need of the hour.from the local ration shop to the FCI head office,every hierarchy and branch should be computerized & connected by internet.the ration shops should also give printed bills to consumers to avoid corruption.Adhar cards should be modified by removing all its problems and it should replace the ration cards.

What fci does through state agencies,ie purchase of paddy and wheat at msp and delivering them to the people below poverty line,can be done effectively and economically through private sector also.All corruption,leakage,wastage,mismanagement losses saved will benefit farmers by 90%and 10% will be margin of private sector.this very 5-10%margin by saving govt billions of rupees will not be digested by corrupt beaurocrates or even irresponsible media unaware of actual facts.

Sir, if a person acquires a job by taking benefit or reservation quota . Then the reservation facility of that candidate should be terminated .and if he appears for other exams he should fight in general category.

If we devide FCI into three wing, a master coordination centre will be exist for coordination between them.and the employees and management of particular wing will work only for this particular wing which can also increase the work efficiency of employees. If these changes will be considered , i am sure there will be no need to reconstructing of Food Corporation of India.

my opinion, we can devide the FCI in three saprate wings for procurement & storage, Movement and Distribution not in three saprate corporation.Because if we devide the FCI into three saprate corporation the coordination between them will be a big challange for efficient working.

Secondly, we should make the preplanning of procurement of foodgrains. We should have to analysed and make the policy based on the, What is the expected production of uncoming crop, How much place is available for storage and have to plan procurement according to the consumption of the perticular area. This effort can decrease the movement process of foodgrains.
