The general public/stakeholder is hereby informed that the Ministry of Skill Development and Entrepreneurship (MSDE) invites comments/suggestions on the amendment in “Apprentices Act,1961” with an objective to enhance the apprenticeship opportunities for youth.

Any person/stakeholder desirous of sending their comments/suggestions may do so through e-mail at anita.sriv@nic.in within thirty working days from the date of publication of the details of the invite.

3Stioend be given based on their educational importance 4Attendence should be checked 5The company importing apprentiship should have qualified and experienced trainers 6The quality of apprentiship trading beevaluated by the regulator an engineer not a clerk or chief clerk 7The clause of litigation arenotrequiredwhich should be deleted 8Security and sadly regulation should be real on on papers and negotiable by the local police 9The diploma or genre should be awarded after apprentiship

I was disconnected In continuation I would suggest following amendment 1 Apprentiship should be mandatory for diploma and degree holders of technical education 2 The time period should be one year 3 No reservation is required for SC ST because it is mandatory to all and to avoid brain drain 4The apprentiship should be proposed given monitored and checked by similarly qualified tech staff heade by chief engineer and by his technical juniors not AN IAS OTBHIS TEAM OF CLERKS contd

As all have to be given apprentiship I am giving an example in which my brother was given apprentiship in National Physical Laboratory after qualifying Me Hanoi always engineerin AND FOR ONE YEAR HE WAS SIMPLY CHATTING WITH THE SCIENTIST WHO HADNEITHERANY ENGINEERBACKGROUND AND SELECTION WAS DONE BY THE MINISRTYOF EDUCATION HEADEDBY SOM CHIEF CLERK it was 1979 IN MYCZSE ALSO I WAS GIVEN APPRENTISHIP in an utomobile work shop ofwhichihad notstudied in myeducational qualification 8

Contd 6 Fir a three years diploma atleast one year apprentiship is a must without which the education is of not much use to the country And it must be mandatory so reservation has no ground in the national intrest 7The training in apprentiship should be regulated by a person who has similar qualification and the regulator should not be an IAS but a Retired Qualified Chief Engineer with technical team under him not An IAS with a team of clerks and chief clerk 8The selection is not required

Cotd 3 It has three categories One graduatesecond diploma and third trade courses 4For tradecources the training given in ITI is sufficient and further apprentiship is not required unless some help of employment is to be given 5 In case of ITI the trying should be one third of the technical teaching that is about two year maximum for example a carpenter or mason or a fitter need no apprentiship and reservation of stock and others is just appeasement and brain drsin 6 For diploma holders Co

The act 1961 needs amendment as this has be come quite old and is copy paste to be indianisedfrom the present imported copy paste Tha basic requirement is the training to the student to augment his studies to get practical trading in real time and spence to suit Indian system 1 it must be mandatory to all pass out of technical institutions right from ITI to graduates 2This removes the appeasement clause of reservation a politics compulsion as if no act is complete without it Cont
