In my view, solution for this is... 1) The government may order for construction of parking place for each and every building. ( both commercial and residential ) 2) For the cost of the construction of the parking place the government may provide financial assistance specifically for construction of the parking place. 3) Parking on the public road may be treated as an offense 4) For every layout ( both commercial and residential place) it may be directed to keep vacant place for multiple purposes ( weekly market, play ground, for the use of the public functions of the occupants of the layout.) If anything is taxable it should be all across one rule and free to be only to disabled only that too post hundred percent confirmation from a doctor else provide some job to work else nothing should be free.
