India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

5️⃣ Validation को Ownership Proof न मानने का जन-जागरूक प्रावधान कानून में यह स्पष्ट है, लेकिन सुझाव है: Citizen-friendly disclaimer Simple language में public awareness भविष्य के भूमि/कानूनी विवाद रोके जा सकेंगे।

4️⃣ Address Validation का समय-सीमा (SLA) तय हो Authorized Validation Agencies के लिए: Validation completion की अधिकतम समय-सीमा Delay पर जवाबदेही नागरिकों को अनावश्यक इंतजार से राहत मिलेगी

3️⃣ महिला-सुरक्षा और गोपनीयता के लिए Masked Address विकल्प महिलाओं, वरिष्ठ नागरिकों और संवेदनशील समूहों के लिए: Exact address को mask करने का विकल्प Delivery/Service के लिए limited-view address Privacy by design को व्यावहारिक रूप मिलेगा।

2️⃣ Offline एवं Low-Internet क्षेत्रों के लिए विशेष प्रावधान ग्रामीण, आदिवासी और सीमावर्ती क्षेत्रों में: Assisted Address Creation (डाकघर/CSC के माध्यम से) Offline validation + later sync डिजिटल समावेशन (Digital Inclusion) सुनिश्चित होगा।

1️⃣ नागरिक को पूर्ण Address Control Dashboard दिया जाए हर उपयोगकर्ता को यह अधिकार हो कि वह: अपना Address Identifier कब, किसे और कितने समय के लिए साझा किया गया है – यह देख सके किसी भी समय consent revoke कर सके इससे “Address Ownership = Citizen” का सिद्धांत मजबूत होगा।

In most Post office there is doubt that staff orchestrate the excuse of link being down on majority of the days to avoid work. There should be a nation wide display board in each post office controlled by central banking system to display if the network link is down. This way post office staff would not avoid work behind the excuse of link being down which customers cannot verify.

Independent Regulatory Oversight Establish an independent Postal Regulatory Authority or designate an existing regulator to: oversee tariffs address consumer grievances ensure fair competition with private courier services.

Establish a time-bound grievance redressal mechanism. Provide statutory compensation slabs for delays, loss, or damage. Create an independent postal ombudsman.
