Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

As I told in my last comment people have to fore go their commodities, they are entitled in ration card, due to not having coupon. Generally, at most of the places coupon issuance starts after 10 AM at center, and at this time many of the people are at job, and when they return from job in evening around 6:30 PM the coupon issuance center is closed. They have leave on Public Holiday and Sundays, But on these day the coupon issuance centre has also holiday.So, they can't get coupon and commodity.

By introducing Bar-Coded coupon to give commodity to ration card holders Government has taken a step towards reduction in corruption in FPDS, But, after this system it is very difficult for most of the people to get bar coded coupon each and every month due to long time taking and cumbersome process. Many people in villages have to stand in long queue and waste their valuable time. People doing job are also not able to get coupon due to unmatched job timing and coupon centre timing.

1st of government should aware about wastage of grain due to rain And other reason.For solution of this situation,They should build maximum warehouse for their own storage. Government should also provide one government warehouse at low cost to each village area where agriculture is done by people so they can afford to keep their annual production safely & cheaply. -Bhoomi Gevariya

Securing the Supply Chain Instead of going into all management by government we should start to think the transfer of amount like LPG subsidy and should not be involved in storing/supplying/managing for such stuffs because all such are big root causes/mode of corruptions/supplying or purchasing of poor quality of foods etc.

the wing has to findout agricultural lands which are not in cultivation and the same have to handed over to interested formers of the same region under proper documentation from the land lord and conduct periodical inspections in the regions to implement the scheme and then there will be no land vest un useful and in turn our nation will became poorless people.

Correct Identification of Beneficiaries -Centralized Integrated Linking of Ration card/Aadhaar card number of members/Voter ID and bank account with PAN. If head is income tax payee then removal from eligibility. - Periodic validations(Once in 2 year etc) of ration card members with alive self certifciates and other income validation.(online/through authorized agency like having NSDL/PAN agency etc)

At every village there should be separate wing for collection of grains for reasonable prices from the concerned village formers. The said collected grains has to be stored in the regional heads and the same have to distribute among poor sector.

criteria for beneficiaries: those below the poverty level as established by the government. People living in urban areas should not have trouble finding grocers who can give them their rations from their bank deposit (can link it to Adhar too). In Rural areas, this can be tricky as the options for collecting provisions may be limited or non-existent. Strangely, many people who live "off the grid" are also "off the radar" when it comes to getting their "freebies".

The idea is like he food stamps in the US- each person who is entitled for "free" or "discounted" food can go to any grocer and "encash" his food certificate and buy whatever, he or she needs. No need to have the burden of running a highly inefficient, fraudulent ration system that is corrupt and rotten right through with so much black marketing etc. The government can focus its efforts in producing more food in more organic ways- check out organic food productions and how it benefits economies
