Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Shut down all ration shops and now that everyone has their "bank accounts"- link their accounts to an x amount of Rs. Tell all grocers across the country that they will have to honor the account holders for their share of ration- rice or daal or whatever that is included in their list and the people whose account has the money directly transfered "pay" the grocer directly (at pre negotiated rates with the grocer) and that's that.

I am concerned about the Government's decision to support field trials of GMOs-keep India GMO-free. US companies like Monsanto and Swiss company Sygenta are trying to convince the world that their "expensive" technology will feed the world. Enough evidence from the fields in California whose farmers are trying to become mostly organic by 2020 and eschewing pesticides and other dangerous insecticides. I hope GOI makes India a safe haven for organically grown produce. Organizations like Navdanya

Regarding de-privatization of FPS ownership : In TN, there are ration shops which are governed by women self help groups.In a comparative scale the women self help group ration shops are performing better. So across countries if the women groups are made to govern these shops, performance will improve as they are keen in delivering the products available in the shops unlike the traditions ones.

Title--Black money transaction If electronic transaction made compulsory for certain high amount, most of black money fails in india. Yes, its difficult but we should think in this way. For this it is necessary that govt. honestly think about black transaction without fails

Ration card database should be linked with other data such as the marriage registration and birth and death certificate issue departments.So that whenever there is a change in the number of people in a family, government can identify that and could ask them to update their card accordingly.

माँ हमें दक्षिणभारत के एक संत की कहानी सुनाती थी.उन संत की पत्नी जब भी उन्हें भोजन परोसती वे उन्हें एक कटोरे में जल और एक सुई भी भोजन की थाली के बगल में रखने को कहते थे.कई वर्षों तक जब यह सिलसिला चला एक दिन पत्नी ने इसकी वजह जानना चाही .तब उन्होंने बताया कि अगर तुमसे भोजन परोसने के वक्त या मुझसे भोजन करने के वक्त अन्न का एक भी दाना गिर जाता तो मैं उसे सुई की नोक से उठा,कटोरी के जल में धोकर खा लेता .पर तुमने सदा इतनी सावधानी से भोजन परोसा कि इसकी ज़रुरत ही कभी नहीं पडी.

dear friends in india the wedding season has started...and food wastage is a common scene in party (wedding ceremony)....our sensitivity towards our appetite as well as others starvation can satisfy the hunger of needy .... The story of a vast ocean.. begins with a single drop. Small seed buried in deep adorns the land with crop. then……………………………. Why food loss & food waste ???
