Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

TO REDUCE INFLATION & FOR GROWTH : - 1) BAN on Land Buying should be Removed to allow Individuals to buy Land n Develop eg.in Gujarat only farmers can buy, why? 2) Every Buldg should grow Vegetables in corner Of Compound to reduce Mal-Practicing on veg rates by traders n shabjivalas.. 3) Every bldg should have Cows/Buffalos to give milk.. 4) Solar Equipmnts shud b assisted by Govt. 5) All Police Chowkys/Dept. shud be with Online Camera linked with site to show Complaints/handled/Noted r Not?

Abolish ' minimum support price ' system. Compensate directly to farmers a/c on the basis of land holding on monthly basis. Bcs msp has caused inflation a lot. Govt will getcrid of fci n wci etc. Fci is a den of corruption. Open market system for crops should b followed. Inflation will go down . Farmers will produce as per market demand. Use this statewise n crop wise. U will c no inflation. Prices will go down.

Sir, in the village level, people r enrolled as voters , where as they hv migrated tovtowns n citiies. 30% voters r duplicate in the villages. They r claiming all govt benifits at two places. Pl punish both level officers , how they hv included these people in voter list, even they donot live there. Use ' Aadhar' to delete them. U will save 30% of govt expenditure on this.

Agriculture universities and departments should be used effectively to collect the statistics of the farmers and their harvest.What is the point in distributing free rice to the village farmer who harvest rice? It simply reduces their interest in cultivations.So if some people are identified as farmers of some types of products,after discussing with them effective decisions should be taken to give other products.

Ration cards should be linked across different states. This will help the needy to get their ration supply. The places of migration should be identified and linked.If Bihar people moves to TN as unskilled workers for short time, they should be able to get the ration supply from TN immediately without much of formalities. For this the government could interlink these state specific databases electronically.
