Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

All surplus food grain must be stored first in safe place like schools where attendance is less than required by merging it with near by schools. Schools will be viable, teaching will improve and vacant school building can be renovated to act as ware house.

Wastages should be avoided by improving suitable storage facility in each locality. there are many schools where students are very less and teachers are one orv two. Please merge these schools to near by schools and the vacated schools can be utilised as store house for food grains.

Biomass cooking is reason for ONE MILLION deaths, food insecurity, deforestation, poverty cycle, lesser rain, lower water table, women deprivation, giving bad fame to villages. New cooking technologies can have prolific impact on social and economic landscape including food security in Bharat/India. R&D to develop new technologies, promotion to existing option that can replace biomass and LPG cook stove can change landscape of Bharat/India.

Schools can help to keep the ration cards upto date.Schools can collect the ration card details of the students yearly and the permanent/current address of parents.If they come across any discrepancy such as use of two ration cards, or the child name has not been included in the ration card they could collect the details and can submit it to the government officials.Separate camp should be held to those parents and they could be educated to submit their duplicate cards or can update their cards

There is need to develop cokd storage plants in our country so that seasonal agriculture produce will be available throgh out the year. I observe many farmers near the city are sellin their agricultural land to builders. So its resulted in reduction of agricultural land. Just paying bribes they easily convert land into non agricultural land. Here is also need to work. I also suggest to issue free of cost seeds n pesticides to farmers so that suicides of farmers will be controlled.
