Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

warehouses shall be monitored through 360 degree capture cameras. our major concern is to effectively & efficiently curb fake ration cards. ration cards shall be made only for BPL families, lower middle class families, laborers, fourth class employees. many people charge a amount for making ration cards as poor people can be easily fooled everywhere as mostly are uneducated or do no want to be caught in the cobweb of strict procedures.

the software will capture the data through automated system. when the smart ration card will be swiped it will display e-ration card on the screen with details and the articles issued, their quantity to be given that month after being viewed by individual and received the said amount in the same quantity and quality the software will confirm through thumb impression capture that the articles are distributed. there shall be toll free number, website. mobile app for filing complaints.

the smart ration card shall be binded by aadhar card so that it will help us to track all individuals utilizing PDS and we will have actual numbers and resources that are being consumed. most of the ration shops sell the articles in the open market and fool the individuals that this time you will get less quantity as only this much is released by the government or they exchange inferior quality of articles from the market to earn a price.

PDS shall be made more transparent and effective by digitizing the entire system from warehouses to ration shops. each individual shall be ensured proper quantity and good quality of products distributed by the system by capturing the data through biometric thumb impression using smart ration card, the data will be updated online thus we can track the entire system. warehouses shall be made using modern technology which will ensure safe and contamination free articles of distribution.

Subsidised ration need be given to the people who deserve subsidy. The ration shop owner is black marketing the unavailed ration of the undeserving card holders. Computerise the system. Minimise wastage at stocking places like FCI.

The management of many engineering colleges like AUDISANKARA ENGG COLLEGE GUDUR,AP,put workload of 30 of which 21 are theory and 9 labs, Where is the time for a faculty to prepare and give ideas to students.If the student just attend exam,Mid marks are free and lab marks are free whether student present effectively or not,No phd holders in department and i dont know how the college gets NBA NAAC certified,

It is inappropriate to tilt the regulatory balance against consumers and shift business risk away from water companies simply for the purpose of creating an incentive for these companies to fulfill their basic obligation to provide safe and adequate water service. If the corporations cannot meet their obligations to provide safe and sound water service using standard rate practices, then they should get out of the water business.Everyone depends on safe and high-quality water,and it is essential

PDS system requires digitization. the ration card must be in the form of electronic card people who are shifting from one places to another must get the advantage of this card by just swapping it at any ration shop they will get the ration alternatively some dispensing system must be introduced which will help the poor people so that they should not stand in the Que for hours in front of ration shop and loosing man hours.Even these machines can be fixed on trucks etc. This will prevent theft

So create an Stronghold of food security that no leakage will be done. point for stronghold of Food security: 1: Give appropriate commission to Ration kotedaar or gave salary around 15 k so that they does not do black. 2; PDS should be online . 3: Food security for needy person. No food security for above 2.5 lpa persons.
