Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Pds is effective only when if the Ration Kotedaar will given the monthly salary or good commission so they can easily survive. Now days Ration kotedaar will get commission around 45 rs per Quintal . expenditure they do are around 32 rs . so if they have 60 quintal . He only get 13 *60 ie 780rs in one month. So how they can survive so they black the ration and get money to live and needy person is not able to get it. there is also corruption at higher level like Inspector , DSO etc.

My job involved lot of traveling and stay in hotels, I found they offer big quantity of food items in single dish, which much more than one need and lot of food item get wasted. Considering all over India food wastage in Hotels & Restaurants on this account in very high and can be saved if quantity served per dish for individual person is reduced, just enough so can be consumed without wastage will make available food for hungry people. The malpractices of adulteration, improper distribution always happens at the distributor/dealer levels , with the support of the higher officials. Laws to be made more stringent and severe punishments to be given to those engaging in such acts.Such cases must be ruled and fast decisions to be taken through "super fast court" system.

Food security is very important but India development of budget is very effect example Gov. Credit to former 10 rupees & food care charges-7 rupees total expensiv-17rupees Gov.to resend former & poverty line people 2-3 rupees Gov.loss is 17-3=14/- per kg loss & load for budget & tax So govt bpl apl people is new guideline release Only for needed & real poverty line people to given food security scheam

The distribution of food grains can be improved by including the various government departments like each train which is going in rural area should have one magnetic bogey attached to carry food grains and vegetables from farmers so that the agricultural products ,and farmers'efforts are not wasted. Local transport system should also be involved in the process. This way the different departments will also get some extra work that is for the better of the country & its bright future.

Distribution through PDS only to BPL families at subsidised rates. Food grains be made available in open market at market rates. It will encourage cottage industries and self employment.

Respected sir, I have an idea about our nation's agricultural policy that first up all inter link river service is essential and all land owners must turn to govt.employee. All the yielding grains should take by govt. at free of cost. All agricultural expenses should be met by govt.Our agricultural department must be extented. Thanking you sir...

Respected Sir, I have an idea for Dehli metro stations. The idea is that we can fit a water machines in each metro station. The machine will work like it will charge 2 Rs for one glass water and only those persons can use it who have metro cards In which we have two profits the first one is that peoples shall drink clean water and the second one is that it will increase the income of Indian government.I think it's really a good step not only for normal peoples but also Indian government. Sir, the advent of Aadhar linked schemes & better digital cover for tracking of distribution, should decrease pilferage. However, the aim of PDS is to reach out to the needy, as in most subsidies, this too does not entirely serve its purpose. Their should be a rationalisation, those above a certain income bracket, those who have not had drawals for more than 1 year should be excluded, CCTV surveillance can be attempted & the head of family should give yearly life certificate like for pensions.

allocation of ration items can be tracked.social auditing is another step to prevent malpractises. The ration that is made available to the people should be presented before the gram sabha and this shall be verified in its meetings.Mobile ration units can be used to increase permiability in areas where the distance is a hindrance in accessing the ration system.
