do not procure wheat for the marathwada people in maharashtra because their staple food is jowar roti. introduce levy on jowar production from high producer in marathwada , collect at district level and supply in the same district, this enables government and the people, especially farmers and beneficiaries as win - win stakeholders. the same be applied in eastern vidharbha for the rice instead of wheat. this saves unnecessary loss of transit losses, storage losses saves the money on transport.

- Link Aadhaar details of beneficiaries, use biometrics as the medium of delivering Food Grains to end users. - End to End Computerization from Procurement to distribution to end user will stop the leakage in the TPDS system. - Direct Benefit Transfer incentive linked with UIDAI to stop physical distribution of Foodgrains as a long term plan will save country a huge subsidy. - Also we can use smart cards may be called as 'Smart Ration Cards' or Online Ration Cards to improve the TPDS System.

Encourage plantation of fruit trees and vegetable cultivation suited to particular food deficit areas through Panchayati Raj institutions, Forestry and MGNAREGA scheme etc. Also encourage dairy farms to reduce to some degree dependence on food grains and also improve nutrition levels of common people

A lot of food grain rot as they lie on platforms without roof. Or are stacked at lower level where new sacks are piled above the old ones and money to change level is misappropriated. Therefore, I recommend decentralised storage at procurement and consumption centres....where panchayati raj people or private facilities are used.

for middle class we can come up with fair price shops where we can provide high quality articles at a subsidized rates to make them bear the shock of high prices in the open market. higher income group shall be excluded from these benefits. we can start this drive from government installations/ departments/organizations/public organizations. we can also advertize through radio, newspaper, through gram sabha, aanganwadi workers, etc, to target the real individuals not fake individuals.
