The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

You can share your submissions only in PDF format.

The Department looks forward to your ideas and suggestions on “Good Governance Practice in a Pandemic” in the Idea-Box hosted here.

The concept of governance was decisively shaped by the freedom movement led by Mahatma Gandhi and the aspirations of founding fathers of the Constitution. Every nation is guided by certain values which are shared by the people and the government.

Good governance is itself a major word which takes into administering a particular organization, society individuals or country. In terms of the country good governance is the most important and I think this can be achieved through remarkable breakthrough in technology which can assisst in good governance of the country like deployment of (Internet of Things) in schools colleges, hospitals and other public institutions which can help save resources and other monotonous tasks for officials.

Sir,being from Punjab I am greatly concerned about the protests by farmers who are sitting on entry point to Delhi. The matter needs to be addressed immediately.Agreed that farmers are mislead n have been exploited emotionally but the way the situation handled at borders is in bad taste.Punjabis are emotional people n need a humanly touch n can be easily won over .I suggest they be invited immediately for talks .I am sure they would be satisfied with guarantees on MSP.Pl don't wait for 3rd Dec

Old age people and young ones are more likely to be effected by noise pollution because they have immature body organs. People using high base loudspeaker after 10 AM especially in towns, villages, small areas etc. I think local police not doing something to stop this type of noise pollution. I request please do something to stop noise pollution.

We are all thinking about climate change sustainable development but if noise pollution is not stopped then we will lost everything thing before extreme climate change effect. Gov should take strict steps to ban high base loudspeaker because noise can not only damage heart and brain but also whole body and birds, animal , and other creatures are also living around us, they are more sensitive towards noise pollution than any other pollution. I request Modi ji please ban these types of speakers.

Government should focus on noise pollution. Government should ban any electrical music instruments which creates more than 55 decibel sound. Especially Government should ban "base loud speakers" which are used in marriage and parties because these loud speakers are directly damaging heart of human beings. People are not following the rule of Supreme Court that between 10:00 PM to 6:00 AM no loudspeaker or noise is allowed but people are not following the rules hence result in noise pollution.
