The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

I have one suggestion or idea if feasible for Central Government or other state governments by taking inputs from SMEs As soon as someone tested positive in rapid antigen , their lungs tests should be done on an immediate basis, along with a sugar test , So that the government or person should immediately come to know whether the person is serious or not or mild. Whether the person needs medical help or home isolation is ok. I think quick response can reduce the death rates. Thanks

I am a senior citizen. Govt. is giving benefit to all sectors except senior citizen. We are totally depending on interest coming from bank but bank interest rates are reduced. Earlier Senior citizen saving scheme was giving 8.6% which has reduced to 7.4 %. On other side mediclaim premiums are going upward every year and we have to pay 18% GST on the premium amount. I request you to abolish GST on mediclaim policy for senior citizen and increase interest rate for senior citizen's deposits.

Provide finances for middle class to have their own businesses from their village, town instead of moving to cities. We don't need talent to move out from their regions, remove exams like IIT, IAS etc where talent gets pulled out of their areas. All regions will become prosperous and grow evenly. There is no need to accumulate all talented people instead they can study or work locally in the regions. By this you are putting in unproductive jobs paying high for becoming managers and not leaders.
