In order to design an interoperable ecosystem of data, applications and processes, there is a need to formulate a policy for the Government Organizations to provide Open Application Programming Interfaces (APIs). The “Policy on Open APIs for Government of India” has been drafted to encourage formal use of Open APIs in Government Organizations. This policy sets out the Government’s approach on the use of “Open APIs” to promote software interoperability for all e-Governance applications & systems and provide access to data & services for promoting participation of citizens and other stakeholders.

You are requested to provide your inputs on the policy and suggest implementation approach across the government.

MKB#12_B (contd. from MKB#12_A): (c) Implement the laws effectively. There are good number of laws to prevent and curb the use of narcotic drugs, but State Governments lack the will to implement the laws. In Maharashtra “Gutkha” is banned by law, but it is available (with premium) throughout Maharashtra, (d) Some medicines are misused as narcotic drugs. Medical shoppers should be taken into confidence to prevent the misuse of such medicines, (contd. on MKB#12_C).

Honorable Narendra Bhai, my MKB#12_A is regarding the Use of Narcotic Drugs by Youths, the subject of your next MKB. I suggest the following measures with regard to this: (a) Curb the availability of narcotic drugs. Youths consume the drugs which are available to them, (b) Keep a special watch on rich youths. With the backing of money a rich youth can purchase even costly drugs. A part of these drugs is generally passed by him to his middle class friends, free of cost, , (contd. on MKB#12_B).

Honorable Narendra Bhai, my MKB#11 is regarding your “Clean India” program. Sire, we must build more toilets in rural part of India to save the petrol! Now villages are grown in sizes. Men use motorcycles while going for natural procession in morning resulting in wastage of petrol. Perhaps, this also explains why there is large sale of motorcycles in India.

MKB#10_B (contd. from MKB#10_A): As book writing profession is not rewarding, best brains in India are no more writing the academic books. Somewhat inferior brains are writing the academic books in India, producing the inferior books. These inferior books are read by our students who are tomorrows (perhaps inferior) doctors, engineers, scientists, professors, managers, ministers, and writers. Please do something to make the academic book writing profession rewarding for writers.

Honorable Narendra Bhai, my MKB#10_A is regarding the academic-book writing business. Sire, kindly also give the slogan “Write in India, Sell in World.” As an academic-book writer I wrote 9 books on computers, 3 of them were best sellers, and 3 of them are making sale on Amazon.com & are priced in US$. But my overall experience is that book-writing profession is not rewarding and now I have almost stopped writing the books. (contd. on MKB#10_B).

Honorable Narendra Bhai, (MKB#9 Re: irregularities in the payment of writers ). Writers’ complaint is that publishers sell more number copies and pay the royalty for less number of copies. My suggestion is that, while printing every book, a unique indelible serial number should be printed on each book, something like a number on the chassis of an automobile. Distributors & sellers should mention the serial numbers of copies on the bills. Thus, we can lower the irregularities in this matter.

Honorable Narendra Bhai, my MKB#8_A is regarding the safety on the roads. About couple of decades back there used to be good number of speed breakers on Indian roads. Following some decision of Supreme Court of India, large number of speed breakers in India were done away with. In that decision, SCI advised to remove those speed breakers which were not in accordance with the International Standards. (contd. on MKB#8_B).

MKB#8_B (contd. from MKB#8_A): Referring to this decision, delighted traffic authorities removed most of speed breakers in India, instead of modifying them to fit in the international standards. The removal of speed breakers has resulted in the increase in road accidents. I therefore, request you to think of bringing back the plenty of speed breakers on Indian roads including mega-highways.
