E-commerce firms use a lot of packaging material especially plastic. Levy an extra service charge on them that they can recover by charging customers based on amount of packaging involved.
Simply ban plastic cups and plates. Paper and other organic material alternatives exist. So simply go ahead and ban paper cups and plates.
Plastic carry bags needs more thinking as it is highly highly convenient.

a)Banning use of plastic covers of less than 20micron size in all shops, wedding related active tie and wherever possibility of such usage exist
b)plastic covers of more than 20 can be discouraged by effecting high cost on such plastic covers say Rs 10/- or so.
c)Strict guide lines or awards /rewards/penalty measures at manufacturing stage itself.
d)All metro cities should ban use of plastics .We can learn from TTD administration which effectively implemented " No plastic covers @ TIRUMALA "

Instead of asking the citizens not to use plastic and charge them more for using plastic, why not close the plastic bags making units. Encourage paper industry for the same.

I think all the plastic items like polythene plates cups etc could be easily replaced with paper made articles. Initially I like the idea of charging for Polythene bags but practicality it has failed. Because it has not changed people's behaviour of carrying a shopping bag from their home. On the other hand it has encouraged shopkeepers to use Polythene bags instead of paper made shopping bags to earn extra money. Abolish this rule. Ban polythene and encourage paper bags.

By making law only cannot ban the use of plastic carry bag. The most important part is that the people should be made aware of the harmful effect of plastic carry. People should also refrain from using plastic carry bag.Every time during shopping every one should refuse the plastic carry bag if offered by the shopkeeper.
