4.किन्नरों की संख्या भीख मांगने वालों में अच्छी ख़ासी है । उनको मुख्य-धारा में लाया जाए । पढे-लिखे किन्नरों को ऐसे आश्रमों के संचालन कार्यों में लगाया जा सकता है । चौराहों पर तथा ट्रेनों में उत्पात मचाने वाले, जबरन वसूली करने वाले तथा उसके अश्लील कमेन्ट से शर्मिन्दगी की स्थिति से निजात पाने में इससे सफलता मिल सकती है ।किन्नर इससे प्रतिष्ठापूर्ण जीवन पा सकेंगे तथा भिखारियों की समस्या का एक सम्मान जनक हल की आशा की जा सकती है ।

3॰ भिखारियों की गिनती का कार्य पंचायतों /नगर निगमों पर छोड़ा जा सकता है । यह कार्य प्रधान मंत्री महोदय के सख्त निर्देश पर कुछ ही सप्ताहों में पूरी कर जरूरी संसाधनों का गणित हल किया जा सकता है । भिखारियों के पुनर्वास के लिए ज्यादा घरों की आवश्यकता नहीं है। ग्रामीण इलाकों में मंदिरों के आसपास तथा शहरी इलाकों में कुछ विशिष्ट स्थलों का चुनाव कर PSU/PVT के CSR वाले फंडों का इस्तेमाल कर ऐसा किया जा सकता है ।

राष्ट्र की छवि सुधारने के लिए उपर्युक्त सुझाव पर अमल होते ही सभी चौराहों/मंदिरों /मस्जिदों/गिरिजाघरों के सामने से इन भिखारियों को कानून बनाकर जबरन हंटाने की सख्त कार्रवाई की जाए।

मंदिर,मस्जिद,गिरिजाघरों के पास ही अनाथाश्रमों के तर्ज़ पर शिक्षा एवं स्वास्थ्य सुविधा से पूर्ण निगमों/नगरपालिकाओ/पंचायतों एवं समाज कल्याण मंत्रालय की सक्रिय भागीदारी से अपंग,अस्वस्थ भिखारियों के पुनर्वास के लिए आश्रम खोले जायें। psu/pvt संस्थाएं csr के तहत यहाँ दान करें । मंदिर इत्यादि में पूजा -अर्चना के लिए भक्त-गण यहाँ ही दान करें।स्वस्थ किन्तु गरीब भिखारियों को पंचायत/नगर की विभिन्न रोजगार योजनाओं में गुज़ारे के किए लगा दिये जायें।श्रीमान प्र॰म॰की दृढ़ इच्छाशक्ति से साल-दो साल में यह संभव है

Beggars need to be motivated to live a healthy life and discourage them to quit the demeaning way of living. They need to be brain washed to come out of this mal practice of begging. They have to accept the advice of concerned people who are really keen to get them out of this shabby way of living and begging to survive for their daily need on others mercy. श्रीमान हर शहर में गुरुकुल खोल जाये ।जहाँ इनके बच्चो को रखा जाये और उनको अच्छी शिक्षा संस्कारो के साथ दी जाये। जिससे बड़े होकर वह भी देश के अच्छे नागरिक बन सके।बड़ो के लिए आईटीआई जैसा संसथान खोल जाये जहाँ इनको कौशल प्रशिक्षण देकर आत्मनिर्भर बनाया जाये ।
