In order to equip them to look after their needs, it is necessary to impart skills to them. Most of them are unskilled and this makes their rehabilitation in alternative occupations very challenging.

What are the ways in which beggars/ destitutes can be skilled and gainfully employed so that they do not return to begging?

Participants may share success stories, as they may be aware of.

Last date for sending your suggestions is 18th November, 2014.

The best way to stop beggary is ban on giving the beggary to the beggars because majority of beggars do not to work for there livelihood, the want to depend on the beggary, In this way they are ruining the life of their children by forced beggary by their parents. When I personnaly asked with one beggar to stop beggary and work as a daily labourer, he said that I am happy here in beggary .further he mentioned that I don't want to do labour and why shall do labour when I got money simply by beggary. so when the govt. will ban on giving beggary ,then automatically beggary would vanishaed from our country.

Begging is an urban phenomenon. It's root causes are many-crime syndicates, unemployment, rural migration, inadequate primary education facilities. These must be addressed simultaneously. Rehabilitation must begin with the child beggar by providing skills development and creating residential cottage industry enclaves, similar to export zones etc. Cottage industry is a low cost way to create medium scale urban & rural employment. E.g. Specialty packaging, textiles, bio-degradable materials etc.

For last more than 2 years, I have been doing a field survey on the willingness to work in the beggars in Delhi NCR. Whenever I meet a beggar, I offer him/her an easy work with higher (than normal) remuneration. In more than 95% of cases either they did not answer and ran away or simply said that they are unable to work because of their illness. In rest 5% of the cases, they agreed but never turned back to me.

Begging in itself is not a disease, rather it is the symptom of many other root causes that include 1. Easy money; 2. Non-willingness to work/job; 3. Family background/tradition (begging because parents were doing so); 4. Lack of Skills; 5. Lack of Guidance; 6. no strict enforcement of law/ action against beggars.

In our place(barak valley in south Assam) begging is a business. There are some anti social who employ children for begging. These children do not want to work or study, they prefer to be a bagger. Another major cause poor minority people get married no. of times and children are left to the streets for earning, who became bagger. These things are also seen in West Bengal. On getting older they learn many anti social activity & antisocial use them.

There are Beggars with different reasons. 1. Physically imcapable 2. Who find beggary profitable 3. un-employed etc. simillaraly different groups should be identified and solution should be found tailermaid. I have one suggestion only for differently abled people. Ten Farms in each district on the line of Tolstoy Farm of Gandhi Ji should be formed . Where Differently abled people should be taught skills. If they can find jobs outside, well and good. Otherwise employment should be provided on

A produce should be contract farmed, & govt should estaimate the annual requirement, based on the same a particular area should be chosen & all farmers should sow the same crop & a processing plant should be installed near the farms, crop should directly reach there & processed
