In order to equip them to look after their needs, it is necessary to impart skills to them. Most of them are unskilled and this makes their rehabilitation in alternative occupations very challenging.

What are the ways in which beggars/ destitutes can be skilled and gainfully employed so that they do not return to begging?

Participants may share success stories, as they may be aware of.

Last date for sending your suggestions is 18th November, 2014.

Rehabiitation programmes should include short term skill training for future employability, especially for younger persons. They may be absorbed into the municipal corporation/panchayats as paid staff - sweepers, cleaners etc. This would provide them with a livelihood.

1)For Residing arrangement of needy people who have no residence, Central Govt have to allot the fund at Taluka level and give responsibilities to collector and Taluka pramukh and areawise local social persons ,who help govt to complete the task in a right manner and covered the people who really need the helps. They can also take the help from Businessmens and Industries like i)Fans provides by xyz co and ii) 500cement bags provide by Mr.ABC.

The identification of the cause of robbery must be the first concern and to contain the mafia controlling such activities should be second. For rehabilitation purposes, they must be counselled first to make them understand the need of rehabilitation, shelter should be provided to them as per gender and age, children must be given mandatory education till age 16 and then vocational training must be given, adults can be employed under NREGA, anganwadi etc, health care must be given due importance

first step should be to identify the reason for begging , whether forced, out of compulsion, unemploymnt, disabled, child beggar or mafia controlled, why are they begging they cannot be just put into productive task, they need care counselling food safety .not simply put from road and put to work, rather treated cared and provided for, most of them have lost all hopes and are victims of an unsympathetic society

we can use all the beggars to effectively clean our water bodies. For example, Varanashi beggars can help clean up Ganga banks. They should be given industrial training and deploy them in relevant projects. Eg: They can help army in laying roads in the Himalayas or should use them to construct toilets for girls in every school. Children should be put in government schools to continue their education.

There are many ways the Local Governments can engage able beggars in keeping the towns and cities clean. Thus it is not just giving them free food and shelter but engaging them meaningfully. We can generate power by running a wheel. We can engage half an hour running the wheel or such several wheels and generate electricity. For disabled we shall provide food, shelter, medical facility and clothing too. The revenue generated by other beggars can be used to better the facilities.

The Ex-CM of TamilNadu M.KARUNANIDHI had already implemented a sheme for the rehabilitation of beggers and started a Home in each Taluck. But none of the beggers stayed there like leprosy homes. In those days there is no T V or other entertainment facilities .But now more facilities are available.Government may think it similar schemes
