My suggestion for smart city:
1) Better drainage system
2) Sufficient parking spaces
3) It is mandatory to provide parking space for hospital, Malls, shopping complexes etc.
4) Intelligent Signalling system for controlling traffic
5) Rapid and convenient public transport
6) Online information portal of the particular smart city

There should be mechanism for direct communication between citizens and Municipal Authorities.
- Every Smart City should have a recycling plant.
- Citizens grievances should be addressed in a stipulated time frame.
- Regular visits by govt. officials in various parts of the city.

- Coverage of Solar panels/Renewable energy
- Readiness for IoT
- Readiness with Cycle Tracks
- Garbage Renewable facility
- Drinking water over Regular Tap
- 100% Electricity availability
- Optimum ratio of Hospital Bed to the no. of residents
- Optimum ratio of School/College to no. of students
- Optimum ratio for Transport facilities
- Best in world Employment percentage
- Best in world standards for Sanitary and Hygiene

Regarding RTO/vehicles documents there are several documents i.e. driving license, Vehicle RC book, PUC, permits, etc.
Towards Digital India initiative, For RTO/vehicle documents I suggest government should start e-RTO document facility where all vehicle/driving related documents can be stored at one place and do not required to carry physical copy of it if presented in softcopy/mobile phone. and For fine collection digital payment facility should be made available.

I would like to have implementation of following points.
1) As I am from Gujarat, we find cattles sitting on roads in almost all the cities which look very shabby and one of the reason of accident. It must be stopped on priority.
2)Law should be in force not to throw the garbage &spitting on roads like implemented on railway stations. Person should be penalized heavely if not following the rules.
3)Seperate multistorey parking should be developed to avoid parking on roads.

There should be a stop to illegal construction and forceful occupation of land.This ruins the design and development of infrastructure across the country.Well planned and designed infrastructure adds to the value of the place and attracts investments.Politicians love to regularize rather than demolish illegal and unauthorized constructions and these create slums in the cities.Look at the way other countries design and develop infrastructure.We need town and country planners who can think ahead

I would like to recommend the following things must for any smart city
No road side encrochments
Increase green cover Plant more trees in the cities.
Two times cleaning on road side and garbage removal.
Proper Roads and Footpaths.
No parking in crowded areas and markets on road side
No entry of Buses in heavy traffic areas
Any vehicle older than 15 years must be disposed and should not be allowed to run on roads.
Physical check of parking space before issuing RC of new vechicle

First of all planning of colonies and housing complex needs to cater to future generations.All the colonies have narrow roads with cars.The town and country planning is very poor as all the roads have shops and people spill on to the roads.The only place for shopping should be designated shopping areas with adequate parking.Malls are designed to keep all shopping activity in one place with adequate infrastructure.There should be no shops on national highways and state highways etc.

My opinion is
every house or building should have solar rooftop
City must have rain water conservation system and used it for people of city
City must have gymnasium,garden,library for people
Each public place must have wifi and also all major pales accessible for disable people.
Industry which make pollution must be fare away from city each city have lakes and should maintain as small tourist place around lakes. must have west management system and make a rule so people keep cleancity
