When every region of the country is developing and people are living in peace then why not terrorist dominated regions. Government has to concentrate much on these regions by imposing POSITIVE SANCTIONS AND NEGATIVE SANCTIONS. Both are two sides of the coin. With collective imposition of both, indispensable development in the region could be achieved swiftly. Executives (IAS officers) if utilized properly can do wonders within short span of time and without much loss of lives or finance.

Idle youth now getting trapped in the vicious circle (terrorism) when given education, jobs/earn money/ develop themselves/involve themselves in the development of the regions then there will not be anyone to even serve tea/coffee to the terrorists who are spoiling the lives of local people and making them scapegoats to meet their desires. They are taking the lives of laymen for cost of nothing to be explained to locals. Development in every sector makes locals feel pride& enthuse to contribute.
