The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

Sir/Madam, Many time I have given complain to vodafone related to network at my residence that I am not able get proper network at my HOME but they are reverting only one and one thing i.e we are working at network tower near by you so in 90 day you will get proper network but till date even after 3 year my problem is not resolved even on 14-07-2016 again I lodge complain for the same but yet I have not received any revert from the company (Vodafone)so can you tell me where I can file complain

please note private players like Hathaway are giving broadband connection with 50Mbps speed with 50GB & there after 2Mbps speed unlimited usage in optic fiber for Rs:850/- PM which have recently entered the market, where as BSNL is there for such a long time still they are not in competition, & not even having optic fiber connection. Is it purposely done so that private players will flourish, & government, personnel's will get there salary whether BSNL makes profit or not?

sir, the sim cards are being selled by shoppers on the others id proof in some parts of india. any mechanism so that we know how many sim cards issued on my id proofs.

I would like to share my difficulty in opening Sukanya samriddi account with Corporation Bank. I hold an account with Corporation Bank, koramangala Branch, Bangalore. I had several times request them to provide account opening form, but they have been avoiding and look not interested in encouraging opening such account. I would like to express my grievance regarding the increasing prices of internet in india. I would like to ask concerned authority, on what basis they charge either on 3G, 4G or in broadband while they are getting UN-metered bandwidth ? Govt is charging nothing on bandwidth and they are making fool to the consumers by charging UN-necessary bandwidth charges on per MB basis. Even though, all the ISP's are following same tradition because, govt is not active to protect or control the prices.

Tata Docomo issued a bill of Rs 1281/- which includes Rs 700/- on account of data charges in roaming. No other company including top player vodafone, airtel do not charge for it. Further no such intimation were given by company. Similarly last month they charged Rs 168/- on account of prorata exceeding data uses. However again no intimation They do accept their mistake as well but ready to reverse Rs 500/- only and not entire Rs 868/-. A/c No. 991190886 #Complaints #TRAI #MyGov #tatadocomo

Many farmers/pedestrians/ public die due to lightning during rain. If we have enriched lightning resistors in all telecom towers spread over all over India for 5 sq.kilometer each, then death due to lightening may be nil hereafter.

Service of BSNL is very poor. No proper mechanism to track lodged complaint. As higher authority don't check the complaints and officers don't listen. complaint pending since long time no way to resolve. It takes 15 days to one month if phone get down.

Tata DoCoMo broadband did not work for an entire month, from June 16 to July 20. Repeated complaints were closed by the company. Full bill was sent at end of the month. They are insisting I pay up else I will be charged penalties. Their billing department and area manager said they will look into rental waiver and get back to me after 30 days! This is a pure case of cheating!
