The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

माननीय प्रधानमंत्री श्री नरेन्द्र मोदीजी सादर प्रणाम मेरी एक गुज़ारिश हे सरकार को एक बैंक acount no जारी करना चाहिए जो सेना की सहायता के लिए होना चाहिए जिसमे दान की गयी धनराशी सारे टेक्स से मुक्त हो मीडिया के माध्यम से इसका प्रचार प्रसार किया जाए अगर हर देशवासी हर माह केवल 1 रुपया भी जमा करे तो हर माह एक अरब रुपया जमा होगा एक साल में 12 अरब रुपया तब सेना को और अधिक शक्तिशाली बनाया जा सकता है इस से हर देशवासी को गर्व भी होगा 🇮🇳मेरा जवान दुनिया का शक्तिशाली जवान हो जाये

I remain deeply concerned with the poor service of BSNL both in Voice communication as well as Data communication. Following are some of the observations : a) In Bhubaneswar City, Bharatpur GA plot area, they had checked up the signal strength and assured to put up a Tower within two months. It is almost 6 months now and no tower has come up. b) The Signal follows a sinusoidal pattern almost always. So, the voice communication is waxing and waning. And this is probably in all circles.

Worst customer service by operators especially by reliance communication all e mail sent is unanswered and all customer support numbers are dead and no way to contact them to launch a complaint.

In respect to complaints/ grievance of Telecom sector, I want to suggest that, the complaint should be able to file online either by mobile or computer to the respective telecom operator, it should also able to file complain by mobile or phone, the complaint should be resolved within the specific time limit, e.i. 2 hours, if complaint require lineman help, may be 12 hours,but, it should not be late, sometimes, undue delay for negligible reason should be avoided,service should be perfect,thanks

Sir I am the student from National institute of technology, sikkim. The college have fiber optic wire connection speed of 1 gps by BSNL but they did not provide reliable connectivity to the college. Teacher and student face so much problem due to this . We have complain so many time to BSNL office kolkata but action is not taken to solve the problme. Please look into this matter seriously for the student, for the faculty and for the develpoment of the NATION.

Sir, We request your kind honor to the fact that, may kindly do not raise the Service Tax further due to the GST bill which may rise the Service Tax slab up to 18%, for Internet, Broadband or Mobile Bills, as these are very essential utility for all students, IT-people and many others. Please make some kind decision, so that common people don't adversely affect with Mobile Bills, Broadband Internet Bills or Cable Set Top Box monthly bill as Internet is a backbone for development of our country.

Sir, Now Networks like AIRTEL, RELIANCE, MTS are having frequent call drops problem! Even we cannot able to reach a particular number connected with this netowrks. Call drop, One side Calling is frequent so much, that maximum of the balance gets deducted without having actual calls. In case of postpaid, one unit is deducted for every failed or disconnected calls, which is very much disappointing. Kindly look about the call drops and mainly ONE-SIDE calling issue the caller cannot able to hear

we the resident of anushakti nagar, mumbai. because our colony is govt. colony, there is no telecom towers inside, due to above reason we are facing lots of network problem. our telecom minister said, in future it is possible to install towers in govts. lands, so please do something, because it cost more sometimes.
