It will also be responsible for enforcing the laws & regulations relating to the privacy and security of the patients health information & records.

Well e health is a good idea. But equally difficult to compliment in large country like ours. Problem is in access to computer, education level of populaTion, nd therefore disbelief. Third thing is a nature of resource provider to exploit the needy. Suggest that kiosks need to be opened with all health providers, a concerted effort by health workers, or village level workers to bring all to this for registry. A health card with unique no be issued with entitlement built in in data base nd ins

in my view there sgould not be any TPA and all general insurance company should have in house TPA and they should issue e health card which also should be linked to ministery of health so that in case of dispute in claim resolution will be fast

I suggest that chairman should be a person having extensive knowledge of IT and its use in medicine and public health. Chairman has to be the one who is able to see the the utility of ideas being floated around some of which may be OK and others may be useless. The committee should be independent to take decisions. Aims and deliverables should be clearly defined at the start of the project. This program can only succeed if members of the committee are knowledgeabl dedicated and single minded.

in continuation with my previous post... the audit part of NEHA needs to ascertain whether the service providers are providing the correct service or the spirit of transparency with privacy is at stake. For ex. why a particular drug is available with the pharmacy of the Doctor? why did the hospital staff perform those tests on the patient? why did the insurance company deny the insurance? The data acquisition and research is the most important aspect of NEHA.

NEHA, needs to have two primary functions. 1) policy and standards setting 2) audit. 1) Policy and standards setting part of NEHA should focus on using EHR standards set by MoHFW and define by what time frame what kind of electronic data recording, storage and transmission should be done at different services providers in healthcare industry. 2) audit part of NEHA should focus on acquiring data of the operations of each service provider in the industry and assess them on data, process privacy.

Considering the complexity of this program it would be safer to start with a pilot project such as select a big city say Delhi and try to develop the e-technology relating to this program. This may take a couple of years and it will eliminate the bottlenecks which one will be encountered during the implementation phase. Next step could be to expand this program to rest of the country. Mind you such programs in case of failure would cost a tremendous lot of money.

Health Card should be ATH = ANY TIME HEALTH equivalent to ATM -> this is the future. All health benefits thru Govt schemes to be downloaded thru the Health card.

Health kiosk linked to Centralized Health repository to be placed in every hospital & all registered hospitals to be connected to the Health repository. In case of emergency, identification thru biometrics of Aadhar to be used to identify the patient & capture any pre-existing medical condition
