Ministry of Health and Family Welfare proposes to set up a National e-Health Authority (NeHA) responsible for development of an Integrated Health Information System in India. It will also be responsible for enforcing the laws & regulations relating to the privacy and security of the patients health information & records.

I would like to submit that since we have an acute shortage of doctors as also that few prefer to work in rural areas I would suggest that we look at paramedics being located at Village Health Centres(VHC) connected to district hospitals by skype/ video and doctors can see and talk to patients while medical worker can assist doctor from VHC.. Biometric access control systems will ensure records of presence of the medical worker at VHC as also of its security. Cost should not exceed 25000.00/VHC

I have a noble suggestion: What is more important to health is a good food.Whatever food items available in the market are adulterated at all the levels, from farm to to shop. Thus by eating these we invite illness.Nobody eats the food before ensuring the edibility.Therefore set up public food testing laboratory in all the Panchayat/Municipality/tehsil, let the public submit the sample when there is a doubt.Also charge a nominal amount. This will ensure safety. Stop adulterations

Each district should have fully equipped hospital with all facilities so that no one should go to other place for better treatment. For 676 districts 676 hospitals across country is needed which is not a big deal. All most all districts has hospitals. Selected hospitals should be upgraded up to fully equipped level and its quality assurance should be timely monitored by National e-Health Authority.

There should be helpline, e mail ID, web site of e health where people can interact with e health and get any information about health issues and can even discuss with superspecialists health related issues and get those issues resolved. There should be separate helpline nos for elderly and ladies so that if need arises they can be rushed to nearest hospital and get treated. There should be free medical aid to non IT payees. My suggestions are: 1. Each national should have health card connected to IDs such as PAN no., voter ID, Aadhar card etc. 2. National e-Health Authority should ensure that all citizen must have medical insurance. 3. National e-Health Authority should maintain the database in centralize server for individual medical history which can be accessed by the patient and his doctor using his medical card. 4. This database will help in planning and convenience in vaccination and other programs.

Health Account Scheme www healthaccountsscheme.nic.in with 3 features- health diary with self carbonised sheet, health volunteers to help filling diary and educate, individual web based health account with accessibility to account holder for self information and authority getting real time data of disease burden tests treatment and needs without personal details (restricted access) to deliver need based community services in real time.

National Health Account Scheme ICMR is locally appropriate, it is not merely copying models adopted in abroad. They have greater access to internet, their health literacy level and budget capacity is more. However, in India community sharing, humanity and helping selflessly is more, scope to uplift health literacy using e health is there. So India may rely on its own low cost scheme which involves consumer community, that way information is robust authentic mutually beneficial and real time.

More than bringing e-drug under control, clout pharmaceutical sector of not exaggerating MRP on generic drugs, because it is like permission of Union Government of allowing LOOT OF CITIZENS OF INDIA. E-HEALTH AUTHORITY MUST BE GIVEN TO KNOWN INDIVIDUAL, INDEPENDENT KNOWN INVENTORS OF INDIA LIKE ME.

It (national e-healthcare) can be linked to the individual AADHAR card for better monitoring, understanding local healthcare trends and needs, but such data should not be shared with commercial healthcare companies (medicine companies)
