I have a suggestion which is guaranteed: Ist stage- choose a few place like temple,school,panchayet or govt office,big bus stoppage etc. Declare these as model place and do clean the best & provide/keep the accessories as any common man also can clean the area. Local sweeper also have to be kept for some days. Keep advertisement & a CCTV. Then declare a token punishment for 500 rs as per area opinion.
