A target/ goal is a driving force to initiate tasks accordingly.Though cleanness is one of the important parts of our lives it is not attained. It must be included in culture without which it is simply impossible to attain perfect development and peace. So let us have a noble target of cleanliness of India honestly to mark Gandhi ji’s 150th Birth Anniversary. Govt mechanism must take stringent initiatives in all parts of India by proper monitoring system to ensure & make it habit. 163

The problem of cleanliness of public spaces could be solved via 2 interventions - Behavioral and Infrastructural. The Total Sanitation Campaign was an important learning that merely creating infrastructure is not enough - Behavorial interventions are as important. Technology can play a huge role in solving the challenge of garbage dumps. An app which can enable people to upload pictures and locations of dump, this can create a database useful for municipalities to analyze the location of dumps.

Ask teachers of rural school to prepare list of students who have /do not have toilet in their house. Those who do not have toilet in their house, their list should be sent to the GP and provision should be made on the website of the MoDWS to list such students by village. Those who are provided toilet, their name should be moved to the other category. Teachers should also organise rally of students in their village with slogan - NO TOILET NO EDUCATION. Associate NLMs with each district.

Along with the cleanliness pledge that we took on 2 Oct, let us also take a pledge to pick up one single piece of garbage from road and put it at its correct place. If a billion people take this pledge and religiously follow it each day, our roads and surrounding can be made cleaner.

Mere slogan will not create much impact. There are sincere NLMs already working for MoRD. They should be allotted specific district to work in close association with concerned agency at the district responsible for implementation of SBM(G). Results should be monitored online to rate their performance. Existing resources needs to be pooled. It will have direct impact on the programmes of the Government. Otherwise, it will remain a populist agenda but on ground there will be no impact at the end.

Sir I have a suggestion about Swach bharat abhiyan. You have asked your MP's to adopt a village. Similarly we can ask a group of students, society members and various pratishan's to adopt a particular area. They will need to clean it once in a week or whenever they have free time.

Though toilets have propped up along the roads in Delhi and elsewhere, they are in dire need of maintenance and are marred by potential design flaws viz. poor lightening, ventilation etc.
