All retail buildings such as Malls may be mandated to set up well maintained toilet banks facing outwards near their compound walls. Malls know how too maintain these well. Facilities will be open to public but maintained by malls. In return, malls can be allowed increased FSI so that they can add one more floor. The toilets can be designed with back wall facing street and the wall can be used for advertising, giving additional revenue to the malls.
