Millitary should draze and define the main course and increase the bank height, so that huge amount of land would be recovered from the river basin and these lands need to be auctioned, industries should come here to develop purchase land and start industry. Govt can earn lot of money that could be used for removing the slums from the river basin. Thousands of slums are there all over India.

Part 2 Do not rely on peoples mentality, first u make system to keep the system clean for one year at least, then slowly people would change. Factories pumping chemicals to river and cities using rivers as drains, stop this all over India, this two steps would be historic. This two things if you do, then rest of the things would automatically follow. Give charge of drazing the base soil to millitary that will define the main river course, you can create huge land from river basin.

1. First stop factories to pump in poisonous chemicals to Ganga. This should be done immediately from center directly, not via state. 2. Cities dump dirty waters in the Ganges as drain, make alternative arrangements, do it directly from center, do not ask states or locals. Once the technique is implemented do it everywhere simultaneously. 3. Make giant drazing machine to define the main channel, it would take longest time to make main channel. Once you define main channel, auction rest land

Since, our many sentiments are associated with River Ganga and every step which will be taken should be in accordance of those sentiments. Major Issues- a) Flowing of Ashes and b) Flowing of things needed for sacred Puja. We can create a stream of Ganga for this purpose just the way we did for people who want to take sacred bath. We can request people to use that stream for ashes and other processes. Then at the end we can filter that water and use it serve other purposes.
