I am not familiar with the Indian health care system. I hear that the government hospitals are in a sorry state. I think it is time to modernize government hospitals - by providing clean environment, possibly connecting them all nationally through one Electronic Medical record system (all medical information, X ray and Laboratory results would be in one system) may be by their adhar card number.

Frequently washing hands with soap and keeping restrooms clean can improve the healthcare of the entire society. Teach these healthy habits to kids too. In USA, people have no issues cleaning the restrooms on their own. They do not wait for anybody else to clean it up for them. It is one of the best practices I have seen in the world.
