Dear PM, Experts Committee 2018-19 on certain issues in Cantonments under Sumit Bose has recommended doing away with undemocratic provision of Varied Cantonment Board u/s 13 of Cantonments Act 2006 but Draft Cantonments Act 2020 hasn't done away. It is an evil where equal number of Civil Members consisting of 01 male & another female has not been provided. Appointment of 01 civil member means just formality of Board meeting by Station Commander as Ex-officio President & CEO as Member Secretary. It means two sides of coin are in hands of Military though Civil Member is asked to throw it. Now abuse of power is being made with SOP dated 04 Sep 2018 where Station Commanders have succeeded in getting Public Notices passed for formality of inviting objections to closures of many roads for Public despite Dissent of Civil Member. Same will be fate of objections which would be ignored blindly & proposal for vetting would be forwarded to MoD & shall result in Deemed Vetting after 15 days✍
