परम आदरणीय प्रधानमंत्री महोदय, सादर प्रणाम, मेरा नाम लाल बहार है और मैं राष्ट्रीय मानवाधिकार आयोग, दिल्ली में बतौर पुलिस-उपाधीक्षक कार्यरत हूँ। मैं आपका ध्यान एक ऐसी मुहिम की ओर आकर्षित करना चाहता हूँ जिसे देश भर का मीडिया भी वर्तमान सदी का ग्रामीण शिक्षा के क्षेत्र का सबसे अर्थपूर्ण सामाजिक आंदोलन कह रहा है। मैंने अपने बहुत से साथी सरकारी कर्मचारियों को साथ लेकर “ग्राम पाठशाला” के नाम से एक समूह बनाया हुआ है और हमने दो वर्षों के भीतर ही देश के अलग-अलग गाँवों में जाकर लोगों को जागरूक कर उनके गाँव में ही पुस्तकालय बनाने के लिए प्रेरित कर देश के सात राज्यों में 350 से भी ज्यादा गाँवों में पुस्तकालय बनवा दिए हैं। हमारा लक्ष्य देश के हर गाँव में एक पुस्तकालय यानि देश में कुल 6,64,369 पुस्तकालय बनवाकर भारत को “पुस्तकालयों का देश” बनाने का है।सरकारी कर्मचारियों द्वारा चलाई जा रही यह मुहिम अपने आप में अनूठी है जो सरकारी सेवा के साथ-साथ व्यक्तिगत स्तर पर राष्ट्र निर्माण में जुटे हैं और हमने 15 अगस्त, 2027 तक अपना लक्ष्य पूरा करने का संकल्प लिया है। हम आपके आशीर्वाद के आकांक्षी हैं।

Because, partiality of Non Gujarati employee to keep over the head of Gujarati along with higher salaries through direct selection from Mumbai, Bangalore, Chennai, Kerala but, not in GUJARAT Colleges/Universities. Than keep and maintain them high position and well educated /well experienced Gujarati are finding for job moreover, not giving a chance for interview. I am not telling about selection in interview. This is the monopoly in VADODARA MNC Company. Only ITI level employees are hiring from VADODARA because those are workers/Position is low. Pls look in this matter because, company is In Gujarat but, Non-Gujarati are upper position and not giving entry for interview because of not short listed for interview for Gujarati. Sir, the point is regarding the increased demand of some political parties in power in various States for caste census and co-related reservation for converted Hindus. After upholding 10 per cent reservation for Economical Weaker Section among forward castes by Supreme Court, the reservation is almost covered to entire sections of the society that is SC/ST/OBCs and Forward Castes. It is felt that now is the time to implement the creamy/non creamy layer policy in reservation to all other than STs, no more caste census and a strict no on reservation for converted Hindus as hard core caste system is a hindrance for progressive, developed and modern society, especially for a Nation like India where we are living with a hope of becoming a developed Nation by the time nation will be celebrating 100 years of Independence during 2049 that is Azadi Ka Amrit Kaal
