I am a practising Chartered accountant.I have noticed that though slowly the system is improving,still many areas need attention .In my case for a simple thing like a certificate which is needed for NIL deduction u/s 197 of the IT Act,the officer asks for all sorts of details whether they are relevant or not.Many times they ask details even if they have the same in their system & in case details are not provided,money is demanded.I suggest you can have standard set of requirements for each need.
